This Act prohibits the use of any United States embassy, consulate, or diplomatic residence for the purpose of fundraising for any foreign political party or candidate. The legislation clarifies that while diplomatic engagement with foreign political entities is a core function, using U.S. government property to provide a financial or electoral boost to a foreign political campaign is strictly forbidden. The District of Columbia Police Home Rule Act eliminates the President's authority to assume emergency control over the District of Columbia's police force. This is achieved by striking the relevant section from the D.C. Home Rule Act. The bill ensures local control over the Metropolitan Police Department remains with the District.

The Union Participation for All Act completely repeals the section of the Labor-Management Reporting and Disclosure Act of 1959 that prohibited certain individuals from holding office in labor organizations. This legislation removes a long-standing ban, opening up leadership positions within unions to a wider range of people. The bill also makes minor conforming amendments to ensure other reporting requirements align with the repeal.

This Act prohibits discrimination against individuals based on disability or age in federal jury service. This bill, the District of Columbia National Guard Home Rule Act, transfers full command authority of the D.C. National Guard from the President of the United States to the Mayor of the District of Columbia.
