The bill also directs FEMA and the CDC to create a voluntary program for firefighters to share anonymized screening results to identify cancer trends and causes.

The Disaster Management Costs Modernization Act allows federal disaster aid recipients to retain and use unspent management funds for future preparedness, recovery, or mitigation activities. This change applies to grants awarded for disasters declared after the Act's enactment. Furthermore, the GAO is required to study current and historical disaster management costs to assess the appropriateness of current cost allocations.

The "Crimea Annexation Non-Recognition Act" prohibits the U.S. government from recognizing Russia's claim of sovereignty over Crimea. It also prevents any federal department or agency from taking actions that could imply recognition of this claim.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The Farmland Security Act of 2025 aims to enhance transparency and oversight of foreign investment in U.S. agricultural land. It increases penalties for foreign-owned shell corporations that fail to disclose their agricultural land holdings, mandates compliance audits and training for relevant personnel, and requires the Secretary to report to Congress on key trends in foreign agricultural investment. The Act authorizes \$2,000,000 annually from 2025-2030 to support these activities.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

The "Strengthening Exports Against China Act" amends the Export-Import Bank Act of 1945 to exclude certain financing from rate calculations. This exclusion applies to financing that aids in competing with or replacing products/services from entities on restricted lists maintained by the Department of Commerce and the Treasury Department, or those financed through the Program on China and Transformational Exports. The goal is to bolster U.S. exports against competition from specific entities linked to China.

The Military and Educational Data Integration Act mandates a process for State educational agencies to access certain Armed Forces data of individuals who graduated high school in their state, including education level, test scores, and military service details. This data sharing initiative aims to integrate military data into state education systems while adhering to strict confidentiality and data security standards to protect individual privacy. The goal is to provide states with comprehensive data to better understand and support the educational and career pathways of their graduates.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025 to 2029 to improve public access to private lands for recreational purposes. It sets aside $3 million of this funding to specifically enhance access to lands covered by wetland reserve easements, through partnerships with state and tribal governments.

The "Fort Monroe National Historical Park Establishment Act" establishes the Fort Monroe National Historical Park, incorporating the former Fort Monroe National Monument, to preserve and interpret its significant historical, natural, and recreational resources. It defines the park's boundaries and authorizes the Secretary of the Interior to acquire land within these boundaries. The Act also outlines administrative guidelines, including cooperative agreements with the Commonwealth of Virginia, to ensure the preservation and appropriate use of historic resources within and near the park.

This bill reaffirms the United States' unwavering support for Ukraine's sovereignty, independence, and territorial integrity amidst Russia's ongoing invasion. It condemns Russia's war crimes and demands the withdrawal of Russian forces from Ukrainian territory, including Crimea and the Donbas. The bill insists on the safe return of kidnapped Ukrainian children and supports the prosecution of Russian leaders for war crimes. It emphasizes that any lasting peace agreement must include Ukraine and its European allies.

The "Pay Our Coast Guard Parity Act of 2025" ensures that Coast Guard members receive equitable pay and benefits compared to other branches of the Armed Forces. The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.
