The United States Research Protection Act amends the Research and Development, Competition, and Innovation Act to clarify the definition of "foreign country" to "foreign country of concern" regarding malign foreign talent recruitment. This act broadens the scope of what is considered a foreign talent recruitment program by including activities indirectly supported by foreign countries of concern. It also updates the list of countries of concern.

The "Protect Our Military Families 2nd Amendment Rights Act" ensures that military members and their spouses have equal rights to receive firearms, regardless of their duty station location. It amends federal law to define residency for military families, allowing them to purchase firearms in the state where they maintain legal residence, where the member is stationed, or where the member commutes from daily to their permanent duty station. The Combating International Islamophobia Act directs the State Department to establish an office to monitor and combat Islamophobia globally, headed by a Special Envoy. This office will track and address Islamophobic acts and incitement in foreign countries. The Act also mandates the inclusion of information on Islamophobia in the Department's annual human rights and religious freedom reports, detailing violence, harassment, propaganda, and governmental responses.

The "Increasing American Jobs Through Greater United States Exports to Africa and Latin America Act of 2025" directs the President to develop a strategy to increase U.S. exports to Africa, Latin America, and the Caribbean by 200% within 10 years. It establishes Special Export Strategy Coordinators and emphasizes the importance of trade missions and standardized training for U.S. officers. The goal is to boost public and private investment, trade, and development in these regions while considering the impact on their economies and job markets.

This bill designates the United States Postal Service facility located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office." Any reference to this facility in a U.S. document will now refer to it as the "Agent Raul H. Gonzalez Jr. Memorial Post Office".

The LIONs Act of 2025 amends the Small Business Act and the Small Business Investment Act of 1958 to increase the maximum loan amounts for 7(a) loans from $3,750,000 to $7,500,000, and for development company loans from $5,000,000 to $10,000,000 and from $5,500,000 to $10,000,000.

The "No Cuts to Public Schools Act" ensures consistent funding for critical education programs like those supporting students with disabilities, disadvantaged children, and homeless youth. If funding for these programs is reduced in fiscal years 2025-2027 compared to 2024 levels, the bill automatically appropriates funds from the Treasury to cover the difference. This ensures that key educational initiatives maintain their financial support, and the budgetary effects of this bill will not be counted on PAYGO scorecards.

The "Federal Reserve Board Abolition Act" abolishes the Federal Reserve Board and all Federal Reserve Banks one year after enactment, repealing the Federal Reserve Act. During the dissolution period, the Chairman will manage the wind-down of operations, and the Director of the Office of Management and Budget will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume all outstanding liabilities and, along with the Director of the Office of Management and Budget, will report to Congress on the implementation of the Act.

The Genomic Data Protection Act aims to protect consumer privacy by granting individuals more control over their genomic data collected by direct-to-consumer testing companies. It requires companies to provide clear notifications about data usage, facilitate data deletion and sample destruction upon request, and inform consumers of their rights during company acquisitions. The Federal Trade Commission (FTC) is empowered to enforce the Act and create necessary regulations, ensuring compliance and safeguarding consumer interests. This law preserves existing Federal and State laws unless there is a direct conflict.

The HOPE for Homeownership Act introduces an excise tax on certain taxpayers, like hedge funds, who fail to sell excess single-family residences, taxing new acquisitions and excess holdings. It disallows mortgage interest and depreciation deductions for single-family homes owned by these covered taxpayers. This bill aims to discourage the accumulation of single-family homes by large entities to promote homeownership. The Act defines key terms such as "applicable taxpayer," "hedge fund taxpayer," and "single-family residence" to clarify the scope and applicability of the tax.

The Stop Russian Market Manipulation Act bans the import of platinum, palladium, nickel, and copper from Russia to the United States, 90 days after enactment. This ban will end once the President certifies that Russia has ceased hostilities against Ukraine, but will be reinstated if hostilities resume within three years. The President does not have the authority to waive this prohibition. "Russian entity" is defined as an entity organized under Russian law or subject to Russian jurisdiction.
