The Oral Health Products Inclusion Act allows health savings accounts (HSAs) and Archer MSAs to include over-the-counter oral healthcare products like toothbrushes and water flossers as qualified medical expenses. It also permits health flexible spending arrangements and health reimbursement arrangements to cover these expenses. This applies to expenses incurred after the Act's enactment.

The "Doctors in our Borders Act" aims to increase the availability of medical care in underserved areas by raising the number of Conrad 30 waivers from 30 to 100 per state. These waivers allow international medical graduates to remain in the United States after completing their residency, provided they work in underserved communities. The "National Plan for Epilepsy Act" aims to address the significant impact of epilepsy by establishing a comprehensive national plan for its prevention, diagnosis, treatment, and cure. This act mandates the creation of an Advisory Council on Epilepsy Research, Care, and Services, composed of federal and non-federal experts, to evaluate and improve federally funded epilepsy efforts. The council will provide recommendations to enhance coordination, diagnosis, treatment, research, and public awareness, and reduce the financial burden of epilepsy on families. The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Rural Physician Workforce Production Act of 2025" aims to boost the number of physicians practicing in rural areas by establishing a new payment system to support medical resident training in those locations. This includes an "elective rural sustainability per resident payment" to hospitals training residents in rural areas and adjusts graduate medical education funding to further support rural training programs. The Act ensures that hospitals training residents in rural areas receive additional financial support, without being subject to existing program limitations, to cover the costs of training. It also includes provisions to maintain budget neutrality within Medicare's medical education spending.

The "Freedom First Lend Lease Act" empowers the President to lend or lease defense articles to Ukraine and Eastern European countries impacted by Russia's invasion, for fiscal years 2026 and 2027, temporarily waiving certain restrictions related to foreign assistance and arms export control for Ukraine. The bill requires expedited procedures for the delivery of defense articles and stipulates that standard laws regarding return, reimbursement, and repayment will apply. Presidential authority can only be delegated to Senate-confirmed officials.

The Space Infrastructure Act designates space systems, services, and technology as critical infrastructure, requiring the Department of Homeland Security to define its scope and identify coordinating bodies. This act amends the Homeland Security Act of 2002 to formally include space-related assets as critical infrastructure. The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The "No DeepSeek on Government Devices Act" prohibits the use of the DeepSeek application on government devices, with exceptions for law enforcement, national security, and security research. The Office of Management and Budget is tasked with creating guidelines for executive agencies to remove DeepSeek from their information technology. Any authorized use of DeepSeek under the exceptions requires documented risk mitigation actions.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, which incentivizes investment in low-income communities. It removes the credit's expiration date and adjusts the credit amount for inflation after 2025. The act also provides alternative minimum tax relief for qualified equity investments made after December 31, 2024.

The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.
