Legislative Activity

The "Countering Online Radicalization and Terrorism Act" directs the Department of Homeland Security, in coordination with the Director of National Intelligence, to conduct annual assessments on how terrorist organizations use foreign cloud-based messaging apps to threaten the United States. These assessments will analyze terrorist recruitment and radicalization, examine the use of online payment features to support terrorist financing, and provide recommendations to counter these threats. The goal of the act is to evaluate and address the national security risks associated with terrorist groups using these applications, while also ensuring compliance with legal, privacy, and civil rights protections.

The "Improve and Enhance the Work Opportunity Tax Credit Act" amends the Internal Revenue Code to modify the Work Opportunity Tax Credit, changing the calculation and wage limitations based on employee categories and hours worked. It increases wage limitations for qualified veterans and revises rules for summer youth employees and long-term family assistance recipients. Additionally, the act removes the age limit for qualified supplemental nutrition assistance program benefits recipients, with these changes taking effect for individuals starting work after December 31, 2024.

The "Rural Physician Workforce Production Act of 2025" aims to boost the number of physicians practicing in rural areas by establishing a new payment system to support medical resident training in those locations. This includes an "elective rural sustainability per resident payment" to hospitals training residents in rural areas and adjusts graduate medical education funding to further support rural training programs. It also includes provisions to maintain budget neutrality within Medicare's medical education spending.

The Space Infrastructure Act designates space systems, services, and technology as critical infrastructure, requiring the Department of Homeland Security to define its scope and identify coordinating bodies. This act amends the Homeland Security Act of 2002 to formally include space-related assets as critical infrastructure. It also mandates the Secretary of Homeland Security to report to Congress on the implementation of these changes.

The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Freedom First Lend Lease Act" empowers the President to lend or lease defense articles to Ukraine and Eastern European countries impacted by Russia's invasion, for fiscal years 2026 and 2027, temporarily waiving certain restrictions related to foreign assistance and arms export control for Ukraine. The bill requires expedited procedures for the delivery of defense articles and stipulates that standard laws regarding return, reimbursement, and repayment will apply. Presidential authority can only be delegated to Senate-confirmed officials.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The "Medicare IVIG Access Enhancement Act of 2025" expands Medicare coverage to include in-home administration of intravenous immune globulin (IVIG) for beneficiaries with chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Payment amounts may vary depending on the condition being treated with IVIG.

The "No DeepSeek on Government Devices Act" prohibits the use of the DeepSeek application on government devices, with exceptions for law enforcement, national security, and security research. The Office of Management and Budget is tasked with creating guidelines for executive agencies to remove DeepSeek from their information technology. Any authorized use of DeepSeek under the exceptions requires documented risk mitigation actions.

This bill, called the "Incentivizing Readiness and Environmental Protection Integration Sales Act of 2025," allows taxpayers to exclude gains from their gross income when selling real property interests to qualified organizations for Readiness and Environmental Protection Integration (REPI) program purposes. The exclusion does not apply to sales by pass-through entities within three years of acquisition, with an exception for family-owned entities. This exclusion encourages land conservation and military readiness. It applies to taxable years beginning after the bill's enactment.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The WARN Act aims to improve community safety during weather emergencies by directing the Comptroller General to study the effectiveness of local, state, territory, and federal emergency alert systems. The study will assess alert dissemination methods, evaluate the clarity and actionability of alert content, and explore improvements to public alerting systems. A report on the study's findings will be submitted to Congress within 18 months, with the goal of enhancing emergency response plans and public safety.

The "Agriculture Export Promotion Act of 2025" aims to bolster U.S. agricultural exports by increasing funding for the Market Access Program and the Foreign Market Development Cooperator Program. It amends the Agricultural Trade Act of 1978 to extend and significantly increase financial support for these programs through 2029. These changes seek to address the competitive disadvantage faced by U.S. producers due to increased foreign competition and the impact of inflation on static funding levels. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, which incentivizes investment in low-income communities. It removes the credit's expiration date and adjusts the credit amount for inflation after 2025. The act also provides alternative minimum tax relief for qualified equity investments made after December 31, 2024.
