The Cardiac Arrest Survival Act of 2025 aims to establish a national standard of legal protection from civil liability for individuals using automated external defibrillators (AEDs) in emergencies, as well as for AED owners and property managers where AEDs are used. This bill amends the Public Health Service Act to encourage broader AED deployment by providing Good Samaritan protections for those who use or attempt to use an AED, premises owner/lessee/manager protections, and device owner-acquirer protections, with certain exceptions for misconduct or failure to maintain the device. The Act seeks to preempt inconsistent state laws and clarify that it does not mandate AED placement or create new causes of action. By creating consistent, nationwide legal protection, this bill intends to save lives from cardiac arrest.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.

The "Agricultural and Forestry Hauling Efficiency Act" enables Virginia to issue special permits for agricultural vehicles, allowing them to operate on the Interstate System with a weight of up to 90,000 pounds. These permits apply to vehicles transporting unprocessed agricultural crops or raw forest products.

The MODERN WIC Act of 2025 aims to modernize the WIC program by expanding options for remote certification appointments, including telephone and video calls, and allowing for remote delivery of food benefits. The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The Rural Health Care Facility Technical Assistance Program Act expands and codifies a Department of Agriculture program to provide technical assistance and training to rural health care facilities. This program aims to improve financial stability, prevent closures, and strengthen health care delivery in rural areas. The Act authorizes up to $2,000,000 annually from 2026-2030 for these activities and requires annual reports to Congress. It prioritizes outreach to facilities at risk and those serving underserved populations.

The "Public Safety Free Speech Act" protects the free speech rights of public safety officers, including law enforcement, firefighters, and EMS personnel, allowing them to express personal opinions on public safety, working conditions, and other related matters without fear of retaliation, while also outlining exceptions for speech that incites violence, discrimination, or discloses confidential information. This bill enables officers to sue their employers for adverse actions taken against them for exercising these rights and specifies the damages that can be awarded. This act does not preempt existing federal or state laws.
