The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

This bill, the Protecting Families from AI Data Center Energy Costs Act, directs the Federal Energy Regulatory Commission (FERC) to convene a technical conference on strategies to shield residential and small commercial utility customers from rising energy costs driven by large loads like AI data centers. Following the conference, FERC must submit a report to Congress detailing recommendations and best practices. The STOP Nitazenes Act amends the Controlled Substances Act to permanently classify nitazenes—a highly potent class of synthetic opioids—as Schedule I controlled substances. This legislation strengthens federal enforcement by establishing a permanent legal framework to regulate these dangerous substances and any future chemical derivatives.

The SCALE Biology Act establishes a comprehensive biometrology laboratory program at the National Institute of Standards and Technology (NIST). This program directs NIST to conduct research and develop technical standards for engineering biology, biomanufacturing, and biotechnology. The goal is to enhance innovation, improve data reliability, and support the safe and secure development of biological technologies. The Act also authorizes specific funding levels for this new NIST research duty through fiscal year 2030.

The Load Forecasting Enhancement Act establishes regional joint boards to study and identify best practices for electric load forecasting to improve grid reliability and affordability. It then mandates that electric utilities incorporate these best practices into their forecasting methods through an amendment to PURPA. Finally, the bill requires states to update their energy conservation plans to include procedures for improving load forecasting accuracy and transparency.

The Affordable Innovation for the Grid Act directs the Secretary of Energy to assess how artificial intelligence (AI) and high-performance computing can enhance the capacity and efficiency of the bulk-power system. This assessment will identify current uses, potential benefits, and existing barriers to adopting these advanced technologies. The resulting report will include recommendations for overcoming these barriers to promote grid modernization.

The Advanced Transmission Technology to Reduce Rates Act aims to lower electricity costs by promoting the deployment of advanced transmission technology. It directs the Department of Energy to establish a public clearinghouse and provide technical assistance for this technology. Additionally, the bill establishes voluntary best practices for electric utilities to mitigate wildfire risks associated with bulk-power system equipment.

This resolution recognizes July 21, 2026, as Black Women’s Equal Pay Day to highlight the persistent and significant wage gap between Black women and white, non-Hispanic men.
