The Iran Sanctions Relief Review Act of 2025 establishes a mandatory Congressional review process for any Presidential action that significantly alters or terminates sanctions against Iran. Before implementing such changes, the President must submit a detailed report to Congress, which then has 30 to 60 days to review the proposed action. During this review period, the President is prohibited from taking the action unless Congress passes a joint resolution of approval. If Congress passes a joint resolution of disapproval, the President is permanently barred from taking that specific action.

The Saving Our Veterans Lives Act of 2025 establishes a new Department of Veterans Affairs (VA) program to provide eligible veterans and former service members with secure, U.S.-made firearm storage lockboxes or vouchers. This initiative aims to promote safe firearm storage as a suicide prevention measure through distribution and public awareness campaigns. The law explicitly states that participation will not affect an individual's legal right to own firearms or require any form of firearm registration.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The Sarah Debbink Langenkamp Active Transportation Safety Act updates the Highway Safety Improvement Program to prioritize safety for pedestrians and cyclists. This bill allows federal funding to cover up to 100% of the cost for projects that connect existing bike/pedestrian infrastructure or reduce risks for vulnerable road users. It also provides flexibility for states to use existing safety funds as matching money for these specific upgrades.

Tyler's Law mandates a comprehensive study by the Secretary of Health and Human Services on the frequency, cost, and impact of fentanyl testing in hospital emergency departments during overdose cases. Following the study, the Secretary must issue guidance on whether routine fentanyl testing should become standard practice for overdose patients. This guidance will also address staff training regarding existing drug test panels and the long-term health implications of such testing.

The Providing Veterans Essential Medications Act allows State homes caring for veterans to choose how they receive reimbursement for very high-cost medications. State homes can opt to be reimbursed directly for the medication's cost or have the Secretary of the VA furnish the drug directly. This provision applies only when the cost of a specific medication exceeds a defined threshold relative to the standard monthly payment for that veteran's care.

The FARMLAND Act of 2025 aims to protect U.S. agriculture and national security by modernizing and enforcing laws against malign foreign investments in U.S. agricultural land and businesses, particularly from countries of concern. It increases penalties for non-compliance with reporting requirements, mandates detailed reports on foreign land ownership and potential threats, and enhances the Committee on Foreign Investment in the United States (CFIUS) authority to review real estate transactions involving foreign entities. The act also directs the creation of a comprehensive database of foreign-owned agricultural land and prohibits foreign individuals/entities from participating in Farm Service Agency programs. Finally, the act authorizes appropriations for secure workspace construction, database development, and other activities related to enforcing the act.

This Act mandates that the Department of Defense (DoD) immediately seek to update its stormwater discharge permits to require quarterly testing for PFAS chemicals at all facilities. Furthermore, the DoD must implement necessary cleanup measures to reduce these discharges. At least one percent of annual PFAS cleanup funding must be dedicated specifically to this required stormwater testing.

The Wildland Firefighter Paycheck Protection Act of 2025 establishes permanent, higher base pay rates for federal wildland firefighters based on their GS grade. It also creates a significant daily premium pay bonus for time spent responding to qualifying wildfire incidents. Finally, the bill mandates new paid rest and recuperation leave for firefighters following deployment to ensure proper recovery.

The FISH Act of 2025 transfers authority over anadromous and catadromous fish species from the Secretary of Commerce to the Secretary of the Interior. It redefines anadromous and catadromous species within the Endangered Species Act of 1973. The Act allows for reconsideration of certain past administrative decisions and addresses administrative and legal details related to the transfer, ensuring continuity in existing legal documents, proceedings, and lawsuits. It also defines key terms like "function" and "office" to clarify the scope and implementation of the transfer.

The TAP Promotion Act mandates a standardized, one-hour presentation on available VA benefits during mandatory preseparation counseling for service members. This presentation must be developed and approved by the Secretary of Veterans Affairs in consultation with recognized Veterans Service Organizations (VSOs). The goal is to ensure separating service members are fully informed of their entitlements and how VSOs can assist with filing claims.

The "Stop Fentanyl Money Laundering Act of 2025" aims to combat fentanyl and narcotics trafficking by enhancing financial institutions' ability to detect and report money laundering activities. It authorizes the Treasury Secretary to impose special measures against financial institutions involved in illicit fentanyl financing, mandates updated advisories on identifying Chinese professional money laundering networks, and requires guidance for reporting suspicious transactions linked to transnational criminal organizations involved in narcotics trafficking. The Act also calls for a comprehensive report on lessons learned from past drug crises to inform strategies for addressing the opioid crisis.

The Houthi Human Rights Accountability Act aims to counter the Houthis' extremist indoctrination and regional destabilization efforts by requiring comprehensive reports on their abuses and interference with humanitarian aid. The bill mandates annual reviews to determine if Houthi members are eligible for sanctions under existing U.S. laws for human rights violations or hostage-taking. This legislation will remain in effect for five years unless extended by Congress.

This bill aims to enhance security along the southern border by constructing roads, increasing access for U.S. Customs and Border Protection, and allowing temporary placement of structures by border states. It also seeks to mitigate environmental damage on federal lands caused by illegal activities through initiatives focused on reducing trash, preventing wildfires, and remediating contamination. Additionally, the bill restricts housing options for non-citizens who have not been formally admitted into the country by preventing the use of federal funds to house these individuals on federally managed lands.

The Child Care Availability and Affordability Act aims to improve access to affordable child care by expanding employer-provided child care credits, increasing tax-free dependent care assistance, and creating a refundable household and dependent care tax credit. The employer provided child care credit is increased from 25% to 50% of qualified expenses, and the maximum credit amount is raised from $150,000 to $500,000. The amount of tax-free employer-provided dependent care assistance is increased from $5,000 to $7,500. A new tax credit is created for employment-related expenses paid for household and dependent care, with the applicable percentage starting at 50% and decreasing based on income, and the maximum creditable expenses are $5,000 for one qualifying individual and $8,000 for two or more.

The Child Care Workforce Act aims to improve child care quality and affordability by establishing a pilot program that provides grants to states, Indian Tribes, and Tribal organizations to increase the wages of child care workers. These grants will be used to supplement the wages of eligible child care workers, with the goal of attracting and retaining qualified professionals, enhancing their well-being, and expanding access to affordable child care options. The program will be evaluated for its effectiveness, and a report will be submitted to Congress.

The Veterans Readiness and Employment Transparency Act of 2025 aims to improve outreach by the Department of Veterans Affairs (VA) for training and rehabilitation programs for veterans with service-connected disabilities by establishing a dedicated phone number and contact information on regional office websites. It also mandates monthly Q&A sessions between VA employees and school certifying officials, as well as in-person briefings at educational institutions. The Act requires the Secretary to submit an annual report on vocational rehabilitation program extensions and approve or reject extension requests within 30 days.
