This bill amends the Internal Revenue Code to establish a new process for taxpayers to receive refunds for taxes previously paid on certain indelibly dyed fuels that are actually exempt from that tax. Specifically, it adds a new section allowing the Secretary to repay the tax paid on eligible dyed diesel fuel or kerosene that qualified for an exemption under existing law. These provisions apply to fuel removed from a terminal 180 days after the Act is enacted.

This bill disapproves and nullifies the Environmental Protection Agency's rule regarding waste emissions charges for petroleum and natural gas systems. The rule outlined compliance procedures, netting, and exemptions, but will no longer be implemented.

The Protecting Life and Integrity in Research Act of 2025 bans all federal funding or support for research utilizing human fetal tissue obtained specifically from an induced abortion. The bill permits federal research on tissue derived from miscarriages or stillbirths, provided it adheres to updated Public Health Service Act guidelines. Furthermore, it prohibits the solicitation or knowing acceptance of human fetal tissue donations if the donor knows the tissue resulted from an induced abortion or was procured for that purpose. This legislation also repeals an existing law concerning NIH revitalization.

The Retirement Proxy Protection Act clarifies the fiduciary duties for retirement plan managers concerning shareholder rights, such as proxy voting, for company stock held in those plans. Fiduciaries must now explicitly manage these rights solely in the best financial interest of plan participants and beneficiaries. The bill outlines strict requirements for decision-making, monitoring hired advisors, and allows for the adoption of formal proxy voting policies, including a safe harbor for choosing not to vote. These new rules apply to shareholder rights exercised on or after January 1, 2026.

The "Tanning Tax Repeal Act of 2025" eliminates the federal excise tax on indoor tanning services. This bill removes Chapter 49 from the Internal Revenue Code, effectively repealing the tax. The repeal is applicable for services provided after the bill's enactment.

This bill disapproves and invalidates the Consumer Financial Protection Bureau's rule regarding overdraft lending practices of very large financial institutions. The rule, found in the Federal Register, is nullified by this disapproval.

The GUARD Act amends the Child Abuse Prevention and Treatment Act to protect the rights of parents or guardians to oppose gender identity affirmation interventions for minors whose gender identity is inconsistent with their biological sex. States that discriminate against these parents or guardians will not receive federal funding. Parents or guardians who experience discrimination can sue the Department of Health and Human Services to stop funding to the state.

The "Local Zoning Decisions Protection Act of 2025" nullifies specific Department of Housing and Urban Development rules and notices related to fair housing. It prevents federal funds from being used to create databases tracking racial or affordable housing disparities. The Act also mandates the Secretary of Housing and Urban Development to consult with state, local, and public housing officials to develop Fair Housing Act recommendations and create a report, emphasizing collaboration and transparency.

The Law Enforcement Protection and Privacy Act of 2025 amends FOIA to protect sensitive firearms data, penalizes unauthorized disclosures of protected information by non-federal entities, and grants licensees the right to sue for damages resulting from such disclosures. It establishes financial penalties for improper disclosures and allows harmed parties to seek compensation in court. The act defines key terms and ensures that other legal remedies remain available.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

The "Protecting Life in Foreign Assistance Act" restricts federal funds from being used by foreign and domestic organizations that perform or promote abortions, furnish abortion-related items, or support entities that do so. This includes barring funds for referrals, counseling, lobbying, and training related to abortions. The restrictions do not apply to abortions in cases of rape, incest, or when the mother's life is at risk.

The "Unplug the Electric Vehicle Charging Stations Program Act" eliminates grant programs for charging and fueling infrastructure, specifically repealing the National Electric Vehicle Infrastructure (NEVI) Formula Program. This includes rescinding unspent funds and terminating the program entirely upon enactment. The bill amends sections of the Infrastructure Investment and Jobs Act and title 23 of the United States Code to remove references to the grant programs.

The DEFUND Act of 2025 terminates U.S. membership in the United Nations and all affiliated organizations, repeals existing acts that enable U.S. participation, and prohibits future funding or involvement in UN activities, including peacekeeping operations and conventions. It also revokes diplomatic immunity for UN personnel within the U.S. and requires the Secretary of State to notify the UN of these changes. The bill further prevents the U.S. from reentering the UN without Senate approval and a guaranteed right to withdraw.

The "Fair-Value Accounting and Budget Act" mandates the use of fair-value estimates, in addition to credit reform estimates, for all federal loan and loan guarantee programs by the Congressional Budget Office (CBO). It requires the CBO to include both fair-value and credit reform estimates in its annual budget and economic outlook. Additionally, the Office of Management and Budget (OMB) must submit an annual report to Congress on fair-value estimates of federal credit programs. Both CBO and OMB are required to use the Government Accounting Standards Board's definition of "fair value" in their estimates.

The "Codifying Useful Regulatory Definitions Act" defines "natural cheese" to differentiate it from processed cheese products, setting standards for its composition, ingredients, and labeling. It ensures that only products meeting the defined criteria can be labeled as "natural cheese," while allowing "natural" or "all-natural" claims consistent with existing regulations. This act aims to provide clarity for consumers and consistency in labeling requirements across the country.

The "I CAN Act" is comprehensive legislation designed to remove existing practice and billing barriers for various Advanced Practice Registered Nurses (APRNs)—including Nurse Practitioners, CRNAs, and CNMs—within Medicare and Medicaid. It aims to expand patient access to care by allowing these qualified professionals to supervise, order, and bill for services to the full extent of their state-defined scope of practice. Furthermore, the bill enhances transparency and accountability for Medicare's local coverage decisions affecting APRN services. Overall, this act seeks to integrate APRNs more fully into federal healthcare programs, improving efficiency and service delivery.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.
