The Act also requires online platforms to create a process for users to report and request the removal of nonconsensual intimate visual depictions within 48 hours, enforced by the Federal Trade Commission. It defines key terms related to consent, digital forgeries, and covered platforms, while also ensuring that the rest of the law remains valid if any part is deemed unenforceable.

The Russia-North Korea Cooperation Sanctions Act imposes sanctions on foreign individuals and financial institutions that facilitate arms transfers or provide support to Russia from North Korea for use in Russia's war in Ukraine. It broadens the scope of the North Korea Sanctions and Policy Enhancement Act of 2016 to include material support for Russia's war as a sanctionable activity. The Act also requires the President to regularly report to Congress on North Korea's assistance to Russia and the U.S. strategy to counter such support.

It requires the Secretaries of Commerce, State, and Defense to develop strategies and options to counter Iran's ability to acquire these technologies, focusing on microelectronics and other critical components. These strategies include identifying manufacturers, distributors, and methods of circumventing export controls, as well as synchronizing export controls with U.S. allies. The Act mandates timely updates to U.S. manufacturers and briefings to relevant congressional committees on these efforts.

The Free Speech Fairness Act aims to protect the free speech rights of 501(c)(3) organizations by allowing them to make statements about political campaigns without jeopardizing their tax-exempt status. This protection applies if the statements are made during the regular course of the organization's activities and incur only minimal additional expenses.

The DETERRENT Act aims to increase transparency and oversight of foreign funding and influence in higher education. It mandates institutions to disclose foreign gifts, contracts, and investments of concern, especially those tied to countries or entities that pose a risk to U.S. national security. The Act also requires institutions to maintain policies regarding conflicts of interest and establishes penalties for non-compliance, including fines and potential ineligibility for federal student aid programs. The Veterans Mental Health and Addiction Therapy Quality of Care Act mandates an independent study comparing the quality of mental health and addiction care provided by the Department of Veterans Affairs (VA) providers versus non-VA providers. This study will assess health outcomes, use of evidence-based practices, coordination between providers, patient satisfaction, integrated care, continuous monitoring, and wait times. The results will be reported to Congress and made public.

The "Stop Antisemitism on College Campuses Act" amends the Higher Education Act of 1965 to prohibit colleges and universities from supporting events promoting antisemitism. Antisemitism is defined using the International Holocaust Remembrance Alliance's working definition. This bill aims to ensure a safe and inclusive environment for Jewish students on college campuses by preventing the authorization, facilitation, funding, or support of antisemitic events.
