The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "All Access Act of 2025" ensures Members of Congress can access any public building during regular hours by showing their official ID. Access outside of normal business hours requires a 12-hour advance notice to the building head. This act defines "Member of Congress" as a Representative or Senator.

The Global Demining Protection Act mandates the Secretary of State to promptly resume all Department of State programs related to demining, clearing unexploded ordnance, and destroying small arms. This resumption is in accordance with the activities authorized by Executive Order 14169, section 3(e). The aim of the act is to restart global demining efforts.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "Water Systems PFAS Liability Protection Act" shields water and wastewater treatment facilities from CERCLA liability for PFAS releases if they comply with applicable laws and handle PFAS during or after water treatment. This protection covers specific non-polymeric PFAS and applies to public water systems, treatment works, and related entities. The exemption does not apply in cases of gross negligence or willful misconduct.

This proposed constitutional amendment clarifies that constitutional rights are exclusively for natural persons, not corporations or other artificial entities, which can be regulated by the people. It aims to ensure equal access to the political process by allowing regulation of campaign finance, stating that spending money to influence elections is not protected speech. The amendment also explicitly protects the freedom of the press.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. These institutions must offer participation in financing to other domestic lenders, especially community banks, and report these offers to the Farm Credit Administration. The Farm Credit Administration will then provide an annual report to Congress on these activities. This amendment aims to support rural development by leveraging the resources of the Farm Credit System.

The Fair Play for Women Act aims to bolster Title IX enforcement in athletics by increasing transparency, enhancing training, and establishing clear accountability measures for educational institutions. It mandates detailed reporting on athletic opportunities, participation, and funding, broken down by sex and race, for both colleges and K-12 schools. The Act also requires annual Title IX training for athletic staff and athletes, and establishes a public database of Title IX coordinators. Finally, the Department of Education is empowered to impose civil penalties on institutions found to be non-compliant with Title IX.

The "Rural Physician Workforce Production Act of 2025" aims to boost the number of physicians practicing in rural areas by establishing a new payment system to support medical resident training in those locations. This includes an "elective rural sustainability per resident payment" to hospitals training residents in rural areas and adjusts graduate medical education funding to further support rural training programs. The Act ensures that hospitals training residents in rural areas receive additional financial support, without being subject to existing program limitations, to cover the costs of training. It also includes provisions to maintain budget neutrality within Medicare's medical education spending.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Honoring Our Fallen TSA Officers Act amends the Omnibus Crime Control and Safe Streets Act of 1968 to include Transportation Security Administration (TSA) employees in the Public Safety Officers' Benefits program. This ensures that TSA officers who die or are injured in the line of duty while protecting the nation's transportation systems are eligible for death benefits. The Filipino Veterans Family Reunification Act of 2025 exempts from immigrant visa limits individuals eligible for visas under the Immigration and Nationality Act, provided they have a parent who naturalized under specific sections of law related to Filipino veterans who served during World War II. This exemption aims to facilitate the reunification of families of Filipino veterans who served with the United States Armed Forces during World War II.

The CARGO Act of 2025 prohibits the National Institutes of Health (NIH) from funding research or programs involving live animals outside of the United States. This bill addresses concerns over the lack of oversight and potential mistreatment of animals in foreign research projects funded by American taxpayers. The Act ensures that NIH funding for animal research is restricted to projects conducted within the U.S. and its territories.

The Disaster Resiliency and Coverage Act of 2025 aims to increase household disaster resilience through a grant program for pre-disaster mitigation activities, tax exclusions for state-based catastrophe loss mitigation payments and certain emergency agricultural assistance, and a tax credit for disaster mitigation expenditures. The grant program will provide funds to states and tribal governments for mitigation activities on individual homes in high-risk disaster areas, while the tax exclusions and credit offer financial relief and incentives for individuals and agricultural producers affected by disasters. The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys.
