The legislation also overhauls access to residential mental health and substance abuse treatment, ensuring veterans receive timely, localized care with robust oversight. Additionally, it mandates the development of digital tools and pilot programs to reduce bureaucratic hurdles and improve transparency across the VA healthcare system.

The End the Vaccine Carveout Act fundamentally changes vaccine injury compensation by allowing individuals to choose between filing a claim through the existing National Vaccine Injury Compensation Program or suing the manufacturer or administrator directly in court. This legislation removes the liability shield for vaccine makers and eliminates time limits for filing claims with the Program. Additionally, it specifically excludes COVID-19 vaccines from existing countermeasure liability protections.

This bill directs the United States Postal Service (USPS) to assign a single, unique ZIP Code to 66 specific communities across numerous states. The USPS is required to complete this designation process within 270 days of the law's enactment. This measure aims to ensure these designated towns and areas each have their own distinct postal code.

The Anti-CBDC Surveillance State Act strictly prohibits the Federal Reserve from directly or indirectly issuing a Central Bank Digital Currency (CBDC) to individuals. This legislation prevents the Fed from developing, testing, or implementing any digital currency that functions as a direct liability of the Federal Reserve. Furthermore, Congress asserts that any authority to create such a digital asset must explicitly come from Congress itself.

The Helping More Families Save Act establishes a new pilot program to help families receiving housing assistance save money as they increase their earnings. This program creates interest-bearing escrow accounts where increases in rent payments resulting from higher income are deposited. Families can access these savings after a set period or upon achieving self-sufficiency goals, while ensuring that participation does not negatively affect other benefits.

This Act authorizes the Secretary of the Treasury to mint and sell special commemorative coins for the 2028 Los Angeles Olympic and Paralympic Games and the 2034 Salt Lake City Winter Olympic and Paralympic Games. The coins will feature designs celebrating American athletes and the Games themselves. The STOP CSAM Act of 2025 significantly strengthens protections for child victims and witnesses in federal court by expanding definitions of harm and restricting the public disclosure of their identities. It mandates new, strict reporting duties for tech providers regarding child sexual exploitation material, backed by substantial criminal and civil penalties for non-compliance. Furthermore, the Act creates broad new civil remedies allowing victims to sue responsible online platforms and app stores for damages related to exploitation that occurred during their childhood. Finally, it improves restitution procedures, particularly for vulnerable victims, while ensuring existing state and tribal protections remain intact.

The Building Unity through Dual Sponsors (BUDS) Resolution amends House rules to allow public bills and resolutions to have two primary sponsors, provided one is from the majority party and the other from the minority party. This formalizes bipartisan introduction of legislation from the outset. The resolution also adjusts related rules concerning cosponsorship and required submission statements for these jointly sponsored measures.

The Restoring American Freedom Act prohibits the State Department, its employees, and its funded entities from censoring the free speech of United States citizens. This legislation strictly forbids the use of federal funds to support or facilitate such censorship activities, including the creation or use of advertising blacklists. Furthermore, the Secretary of State must promptly notify Congress and the affected citizen if any censorship is discovered.
