The "Secure Rural Schools Reauthorization Act of 2025" extends the Secure Rural Schools and Community Self-Determination Act of 2000, providing continued financial support to states and counties with federal lands through 2026. Additionally, it extends the Resource Advisory Committee pilot program and makes several technical corrections to the original Act.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) travel reimbursement rate for veterans' medical appointments will never fall below the standard federal employee mileage rate. This legislation mandates that the VA must process and pay these mileage allowances within 90 days of a veteran submitting a complete request. Essentially, the bill aims to increase equity and speed in compensating veterans for necessary travel to VA healthcare.

The "Expanding Child Care Access Act of 2025" introduces a tax credit, up to $5,000, for qualified child care startup expenses incurred by licensed family child care providers. This credit aims to support individuals starting or expanding licensed child care services within their primary residence, covering expenses such as licensing fees, supplies, insurance, and necessary equipment or renovations. The credit is available for a limited time and cannot be claimed for expenses already covered by other deductions or credits.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. It ensures the museum's exhibits and programs accurately represent the diverse cultures, histories, events, and values of Hispanic and Latino communities, seeking guidance from diverse sources. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "START Housing Act of 2025" reauthorizes and extends the Recovery Housing Program through 2031, prioritizing funding for states with the greatest need based on unemployment, labor force participation, drug overdose deaths, and unsheltered homelessness rates. It requires states to supplement existing funding and consult with relevant agencies to support individuals in stable housing, and allows HUD to use up to 2% of funds for technical assistance and best practices.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

This proposed constitutional amendment clarifies that constitutional rights are exclusively for natural persons, not corporations or other artificial entities, which can be regulated by the people. It aims to ensure equal access to the political process by allowing regulation of campaign finance, stating that spending money to influence elections is not protected speech. The amendment also explicitly protects the freedom of the press.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

The Fair Play for Women Act aims to bolster Title IX enforcement in athletics by increasing transparency, enhancing training, and establishing clear accountability measures for educational institutions. It mandates detailed reporting on athletic opportunities, participation, and funding, broken down by sex and race, for both colleges and K-12 schools. The Act also requires annual Title IX training for athletic staff and athletes, and establishes a public database of Title IX coordinators. Finally, the Department of Education is empowered to impose civil penalties on institutions found to be non-compliant with Title IX.

The Forest Data Modernization Act of 2025 aims to significantly update how the Forest Service tracks the health and resources of U.S. forests. This legislation mandates the inclusion of forest carbon data in inventory and analysis programs and requires the strategic integration of modern technologies like remote sensing. The goal is to produce more precise, accessible, and current forest statistics for both national and sub-state levels.

The "Housing Unhoused Disabled Veterans Act" aims to ensure more veterans can access housing assistance by excluding certain disability benefits from income calculations for specific housing programs. This exclusion applies to the supported housing program under section 8(o)(19) of the United States Housing Act of 1937 and when determining eligibility to rent residential housing on Department of Veteran Affairs property constructed after the enactment of this act. This exclusion does not apply to the definition of adjusted income. By excluding these benefits, the bill seeks to make housing more affordable and accessible for disabled veterans.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

This bill amends the Workforce Innovation and Opportunity Act to establish a grant program through the Department of Labor, awarding funds to community colleges for the development of high-quality workforce programs that lead to credentials in high-skill, high-wage, or in-demand jobs. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.

The "Stop the Opioid Pill Presser and Fentanyl Act" aims to combat the opioid crisis by regulating the manufacturing, distribution, and sale of pill presses and encapsulating machines and their critical parts. It amends the Controlled Substances Act to include these machines as drug paraphernalia, mandates serialization and registration of these machines and their parts, and imposes penalties for violations such as tampering with serial numbers or operating without registration. This act seeks to prevent the misuse of these machines in the production of illicit drugs like fentanyl.
