The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The Disaster Survivors Fairness Act of 2025 aims to improve FEMA's disaster assistance programs by streamlining the application process through a unified system and universal application, expanding eligibility for housing assistance, and allowing direct assistance for home repairs. This proposed constitutional amendment clarifies that constitutional rights are exclusively for natural persons, not corporations or other artificial entities, which can be regulated by the people. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The OPIOIDS Act aims to improve data collection and monitoring of opioid-related overdoses by providing grants to states and localities for enhanced toxicology testing, data sharing, and training for law enforcement. It also supports local law enforcement and forensic labs in high-overdose areas with training and resources for identifying overdoses, tracing drugs, and investigating overdose deaths. Additionally, the act seeks to standardize drug data reporting and ensure dedicated funding for fentanyl profiling within the Drug Enforcement Administration.

The "Focus on Learning Act" aims to study and address the impact of mobile devices on students in schools. It directs the Surgeon General to conduct a study on the effects of mobile device usage on various aspects of student life and academic performance. The Act also establishes a pilot program providing grants to schools for creating mobile device-free environments by purchasing secure storage for student's devices during school hours. The goal is to assess the potential benefits of reducing mobile device usage in schools on student learning and well-being.

The "Improve and Enhance the Work Opportunity Tax Credit Act" amends the Internal Revenue Code to modify the Work Opportunity Tax Credit, changing the calculation and wage limitations based on employee categories and hours worked. It increases wage limitations for qualified veterans and revises rules for summer youth employees and long-term family assistance recipients. Additionally, the act removes the age limit for qualified supplemental nutrition assistance program benefits recipients, with these changes taking effect for individuals starting work after December 31, 2024.

The Honoring Our Fallen TSA Officers Act amends the Omnibus Crime Control and Safe Streets Act of 1968 to include Transportation Security Administration (TSA) employees in the Public Safety Officers' Benefits program. This ensures that TSA officers who die or are injured in the line of duty while protecting the nation's transportation systems are eligible for death benefits. The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Stop the Opioid Pill Presser and Fentanyl Act" aims to combat the opioid crisis by regulating the manufacturing, distribution, and sale of pill presses and encapsulating machines and their critical parts. It amends the Controlled Substances Act to include these machines as drug paraphernalia, mandates serialization and registration of these machines and their parts, and imposes penalties for violations such as tampering with serial numbers or operating without registration. This act seeks to prevent the misuse of these machines in the production of illicit drugs like fentanyl.

The Disaster Resiliency and Coverage Act of 2025 aims to increase household disaster resilience through a grant program for pre-disaster mitigation activities, tax exclusions for state-based catastrophe loss mitigation payments and certain emergency agricultural assistance, and a tax credit for disaster mitigation expenditures. The grant program will provide funds to states and tribal governments for mitigation activities on individual homes in high-risk disaster areas, while the tax exclusions and credit offer financial relief and incentives for individuals and agricultural producers affected by disasters. This act seeks to encourage proactive measures to protect homes and businesses from the impact of future disasters.

The WARN Act aims to improve community safety during weather emergencies by directing the Comptroller General to study the effectiveness of local, state, territory, and federal emergency alert systems. The study will assess alert dissemination methods, evaluate the clarity and actionability of alert content, and explore improvements to public alerting systems. A report on the study's findings will be submitted to Congress within 18 months, with the goal of enhancing emergency response plans and public safety.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The Scientific Integrity Act mandates that federal agencies that fund, conduct, or oversee scientific research establish and enforce scientific integrity policies. These policies aim to protect scientists from political interference, ensure the open communication of scientific findings, and establish clear processes for reporting and addressing scientific misconduct. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, which incentivizes investment in low-income communities. It removes the credit's expiration date and adjusts the credit amount for inflation after 2025. The act also provides alternative minimum tax relief for qualified equity investments made after December 31, 2024.
