This act aims to preserve and interpret Justice Marshall's historic contributions without authorizing the federal acquisition of the property or assuming financial responsibility for its operation. Necessary funds are authorized to be appropriated for the implementation of this Act.

The Justice for ALS Veterans Act of 2025 provides increased dependency and indemnity compensation to surviving spouses of veterans who die from ALS, regardless of the duration of the illness. To be eligible, the surviving spouse must have been married to the veteran for at least eight years, and the veteran must have died on or after October 1, 2025. Additionally, the bill requires the Secretary of Veterans Affairs to submit a report to Congress identifying other service-connected disabilities that should receive similar treatment as ALS under existing compensation guidelines.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The "Right to Equitable and Professional Auto Industry Repair Act" or the "REPAIR Act" ensures vehicle owners and independent repair shops have access to necessary vehicle data, repair information, and tools, preventing manufacturers from creating barriers to repairs. It establishes an advisory committee to address competition issues in the auto repair industry and mandates that car buyers are informed of their rights to choose repair options. The Federal Trade Commission (FTC) is empowered to enforce the Act, protecting consumers from unfair restrictions on vehicle repair and ensuring control over their vehicle data.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The "Access Technology Affordability Act of 2025" introduces a tax credit for blind individuals who purchase qualified access technology, such as hardware or software that converts visual information into accessible formats. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

The SBA Disaster Transparency Act requires the Small Business Administration (SBA) to publish reports related to disaster assistance on its website. This ensures transparency by making information accessible to the public after the reports are submitted to Representatives.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. The "Air Traffic Noise and Pollution Expert Consensus Act of 2025" directs the FAA to collaborate with the National Academies to study and report on the health impacts of air traffic noise and pollution. This report will consolidate current scientific knowledge and be delivered to key government officials and congressional committees.

The "Public Safety Free Speech Act" protects the free speech rights of public safety officers, including law enforcement, firefighters, and EMS personnel, allowing them to express personal opinions on public safety, working conditions, and other related matters without fear of retaliation, while also outlining exceptions for speech that incites violence, discrimination, or discloses confidential information. This bill enables officers to sue their employers for adverse actions taken against them for exercising these rights and specifies the damages that can be awarded. This act does not preempt existing federal or state laws.

The "Lung Cancer Screening and Prevention Act of 2025" expands Medicare coverage to include additional FDA-approved lung cancer screening tests. This allows the Secretary to cover these new tests as preventive services, using expert recommendations for coverage decisions. These changes will be effective immediately upon the enactment of the Act.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.
