It requires U.S. companies seeking government support for film projects to disclose films submitted to Chinese officials for content review. The Act also mandates an annual report to Congress detailing films potentially altered to appease Chinese government demands, ensuring transparency and accountability in the film industry's engagement with China.

The Forest Service Accountability Act mandates that the President, with Senate approval, appoint the Chief of the Forest Service, choosing someone with expertise in forest and natural resources management. The Senate Committees on Agriculture, Nutrition, and Forestry, and Energy and Natural Resources will jointly review the nomination. Within 30 days of the Act's enactment, the President must submit a nomination for the Chief of the Forest Service to the Senate.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. During a Coast Guard-specific funding lapse, the bill guarantees continued pay for Coast Guard military members, qualified civilian and contract employees, death gratuities, funeral travel, and basic housing allowance for dependents of Coast Guard members who die on active duty. This funding continues as long as Department of Defense funding is available, up to two weeks after a Coast Guard-specific funding lapse begins. The bill affirms the Coast Guard as a military service and aims to provide financial security to its members during funding uncertainties.
