It adjusts Reid Vapor Pressure (RVP) limitations for gasoline blends containing 10-15% ethanol and allows small refineries to regain certain credits under specific conditions. These changes aim to provide greater fuel choices for consumers and retailers nationwide.

The Protecting America’s Seniors’ Access to Care Act prohibits the Secretary of Health and Human Services from implementing the minimum staffing level rules for nursing homes that were published by CMS on May 10, 2024. This legislation effectively blocks the enforcement of those specific staffing mandates.

The "One Flag for All Act" generally prohibits the display of flags other than the U.S. flag on the exterior or in public areas of covered federal buildings. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

This bill transfers the functions, assets, and responsibilities for implementing the Food for Peace Act from the U.S. Agency for International Development (USAID) to the Department of Agriculture (USDA). The Secretary of Agriculture will now administer the program, though the Famine Early Warning Systems Network will remain under USDA control. The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected and not overridden by federal measures. By removing the subsection, the bill aims to restore states' authority over housing regulations and eviction processes within their jurisdictions.

The "Protection of Women in Olympic and Amateur Sports Act" amends Title 36 of the United States Code to define "female" and "male" based on reproductive systems. The "Protecting Taxpayers from Student Loan Bailouts Act" limits the Secretary of Education's authority to propose regulations or executive actions related to student loans under Title IV of the Higher Education Act of 1965. Specifically, the Secretary cannot proceed with any regulation or action if it is deemed economically significant (an economic impact of $100,000,000 or more) and would increase subsidy costs. This limitation is in addition to other cost analysis requirements.

The Crime Victims Fund Stabilization Act of 2025 ensures that monetary penalties from False Claims Act cases are deposited into the Crime Victims Fund through fiscal year 2029. This excludes payments to whistleblowers and reimbursements to the government. This will increase the amount of money available to help victims of crimes.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025.
