This bill mandates the United States Postal Service to establish unique ZIP Codes for specific communities in California, Connecticut, Colorado, Florida, Iowa, Wisconsin, and Wyoming within 270 days. The communities that will be assigned a unique ZIP code are Eastvale, California; Scotland, Connecticut; Castle Pines and Silver Cliff, Colorado; Hollywood, Miami Lakes, and Ocoee, Florida; Urbandale, Iowa; Franklin, Greenfield, Caledonia, Mount Pleasant, and Somers, Wisconsin; and Mills, Wyoming.

The TABS Act of 2025 renames the Bureau of Consumer Financial Protection to the Consumer Financial Empowerment Agency, updating references across numerous acts and legal documents. The "Protecting Access for Hunters and Anglers Act of 2025" ensures that hunters and anglers can continue to use lead ammunition and tackle on federal lands and waters managed by the Department of the Interior and the Department of Agriculture. It restricts these departments from prohibiting or regulating lead in ammunition and tackle, unless the Secretary of Interior or Agriculture determines that lead ammunition is the primary cause of a wildlife population decline in a specific area. Any ban implemented must align with state laws or be approved by the state's fish and wildlife department.

The "Ensuring Accountability in Agency Rulemaking Act" mandates that all federal agency rules must be issued and signed by a Senate-confirmed appointee. It requires that the rulemaking process be initiated by a senior appointee. The head of each agency is responsible for ensuring rules comply with the Act, while the Administrator of the Office of Information and Regulatory Affairs (OIRA) will offer guidance and monitor compliance. This act aims to increase accountability in federal agency rulemaking.

The PFC Joseph P. Dwyer Peer Support Program Act establishes a grant program within the Department of Veterans Affairs to fund peer-to-peer mental health support for veterans. Grants, up to $250,000, will be awarded to eligible entities like nonprofits and veteran service organizations to operate programs that meet specific standards, hire veteran peer specialists, and provide 24/7 mental health support. The Secretary of Veterans Affairs will establish an advisory committee to set program standards and best practices. The bill allocates $25,000,000 over three years to carry out the program.

The Small Business Regulatory Flexibility Improvements Act aims to reduce the regulatory burden on small businesses by clarifying and expanding the scope of rules covered under the Regulatory Flexibility Act, requiring more detailed analyses of the impact of regulations on small entities, and enhancing the role and powers of the Small Business Administration's Chief Counsel for Advocacy. It also includes provisions for periodic review of rules, judicial review of compliance, and waiving fines for first-time paperwork violations by small businesses. Additionally, the Act mandates agencies to prepare plain language guides for small businesses to understand regulations and requires a Comptroller General report on the capacity of the Chief Counsel for Advocacy.

The "Protection of Women and Girls in Sports Act of 2025" amends Title IX to prohibit schools receiving federal funds from allowing males to participate in female athletic programs. Sex is defined as based on reproductive biology and genetics at birth. The bill allows males to train with female teams if it doesn't deprive females of opportunities. It also requires a study on the benefits lost to women when males participate in female sports.

The "One Agency Act" consolidates federal antitrust enforcement by transferring the Federal Trade Commission's (FTC) antitrust functions, staff, assets, and funding to the Department of Justice (DOJ). This aims to streamline antitrust enforcement, eliminate overlap, and improve efficiency. The Attorney General is granted authority to restructure the Antitrust Division and manage ongoing investigations, consent decrees, and information gathering related to antitrust matters. The FTC is prohibited from initiating new antitrust actions without the Attorney General's approval during a transition period.

The "Defund Planned Parenthood Act of 2025" places a one-year moratorium on federal funding to Planned Parenthood, with exceptions for abortions in cases of rape, incest, or to save the woman's life. It redirects $235 million to community health centers and ensures that overall federal funding for women's health initiatives is not reduced.
