The HEARTS Act of 2025 aims to reduce animal use in research and testing by promoting and funding alternative methods. It mandates the evaluation and utilization of non-animal methods before animal research is approved and establishes a National Center for Alternatives to Animals in Research and Testing within the NIH to develop, promote, and fund these alternatives. The Act also requires federally funded research entities to report on animal use and develop plans to reduce animal numbers in research.

This bill amends the Immigration and Nationality Act to include Irish nationals in the E-3 visa program if reciprocity is determined by the Secretary of State. Employers hiring Irish nationals under this program must participate in E-Verify. The number of E-3 visas available to Irish nationals annually is capped at the difference between 10,500 and the number of visas issued to Australian nationals in the previous fiscal year.

The Venezuelan Adjustment Act allows eligible Venezuelan nationals who have been in the U.S. since December 31, 2021, to apply for lawful permanent resident status, providing a pathway to citizenship for those who meet specific requirements and pass background checks. Certain grounds for inadmissibility will not apply when determining an alien's admissibility. The Department of Homeland Security will oversee the application process, with decisions not subject to court review except for constitutional claims or questions of law. This adjustment of status does not reduce the number of immigrant visas available under existing immigration laws.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. If state or local laws don't apply or meet the 50% threshold, adherence to federal bond requirements under 40 U.S.C. 3131(b)(1) and (2) is required.

The "START Housing Act of 2025" reauthorizes and extends the Recovery Housing Program through 2031, prioritizing funding for states with the greatest need based on unemployment, labor force participation, drug overdose deaths, and unsheltered homelessness rates. It requires states to supplement existing funding and consult with relevant agencies to support individuals in stable housing, and allows HUD to use up to 2% of funds for technical assistance and best practices.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The "Investing in Our Communities Act" modifies the rules for advance refunding bonds, placing limitations on the number of advance refundings, redemption timelines, and investments in higher-yielding securities. It also introduces measures to prevent abusive transactions designed to gain financial advantages beyond interest rate savings. These changes aim to refine the use of advance refunding bonds while ensuring responsible financial practices.

The USA Batteries Act seeks to amend Superfund excise taxes by removing lead oxide, antimony, and sulfuric acid from the list of taxable chemicals. This change aims to alleviate the tax burden on domestic battery manufacturers, ensuring fair competition with imported batteries. The Act recognizes the economic importance and high recyclability of lead batteries, which are crucial for various sectors, and emphasizes the need to support American manufacturing and jobs in the battery industry. Ultimately, the Act intends to bolster the global competitiveness of the U.S. lead battery industry by reducing raw material costs.

The Rural Obstetrics Readiness Act aims to improve maternal health outcomes in rural areas by establishing programs to train healthcare providers in obstetric emergency care, provide funding for necessary equipment and workforce development, implement teleconsultation programs, and study the challenges facing rural obstetric units. The Act authorizes grants for training, equipment, and telehealth programs, and requires a study on rural maternity ward closures and patient transport patterns.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The "Water Systems PFAS Liability Protection Act" shields water and wastewater treatment facilities from CERCLA liability for PFAS releases if they comply with applicable laws and handle PFAS during or after water treatment. This protection covers specific non-polymeric PFAS and applies to public water systems, treatment works, and related entities. The exemption does not apply in cases of gross negligence or willful misconduct.

The Korean American Divided Families National Registry Act mandates the State Department to create a national registry of Korean Americans separated from family in North Korea since 1953, in order to prepare for potential family reunions. It requires the Secretary of State to include progress toward these reunions in any dialogue with North Korea, consult with South Korea, and submit annual reports to Congress on the registry's status and reunion efforts. The registry will serve as a private internal database to organize reunions and maintain information on divided families, including those who may have passed away.

The "Extending Limits of U.S. Customs Waters Act" updates the definition of "customs waters" to align with international law, Presidential Proclamation 5928, and Presidential Proclamation 7219. It extends U.S. customs authority to include the territorial sea and contiguous zone, as permitted by international law. These changes will take effect the day after the Act is enacted.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

This bill designates February 2025 as National Teen Dating Violence Awareness and Prevention Month to raise awareness about the various forms and impacts of teen dating violence. It encourages communities to empower teens to develop healthy relationships and recognizes the significant public health impact of teen dating violence, particularly on young women. The bill calls for nationwide participation in programs and activities that promote awareness and prevention.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "National Plan for Epilepsy Act" aims to address the significant impact of epilepsy by establishing a comprehensive national plan for its prevention, diagnosis, treatment, and cure. This act mandates the creation of an Advisory Council on Epilepsy Research, Care, and Services, composed of federal and non-federal experts, to evaluate and improve federally funded epilepsy efforts. The council will provide recommendations to enhance coordination, diagnosis, treatment, research, and public awareness, and reduce the financial burden of epilepsy on families. Ultimately, the act seeks to improve the lives of individuals with epilepsy and their caregivers through coordinated research, improved access to care, and enhanced public awareness.

The "CREEPER Act 2.0" prohibits the importation, transportation, sale, and distribution of child sex dolls, defined as anatomically correct dolls, mannequins, or robots with features resembling a minor, intended for sexual acts, with penalties including fines and imprisonment for violations. This bill aims to prevent the exploitation and abuse of minors by criminalizing the trafficking and possession of these dolls.
