This bill establishes uniform standards for flag displays in House of Representatives facilities, limiting the types of flags that can be displayed to include the U.S. flag, official House of Representatives flags, state flags of represented districts, military service flags, the POWMIA flag, flags eligible for display in the Hall of Tribal Nations, and flags of visiting foreign dignitaries. The House Administration Committee and the Sergeant at Arms are responsible for overseeing the resolution, creating a system for temporary exceptions, and setting a timeline for implementation within 30 days of enactment. It does not apply to a Member's personal office space.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

This bill prohibits the use of federal funds to implement or enforce the Food and Drug Administration's final rule regarding the regulation of laboratory developed tests as medical devices.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. It also stipulates that remaining funds in the Supplemental Fund, Special Fund, and Pentagon-Shanksville Fund will revert to the Treasury.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The "Public Safety Free Speech Act" protects the free speech rights of public safety officers, including law enforcement, firefighters, and EMS personnel, allowing them to express personal opinions on public safety, working conditions, and other related matters without fear of retaliation, while also outlining exceptions for speech that incites violence, discrimination, or discloses confidential information. This bill enables officers to sue their employers for adverse actions taken against them for exercising these rights and specifies the damages that can be awarded. This act does not preempt existing federal or state laws.

This bill extends the temporary increase in the limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands. It amends the Internal Revenue Code of 1986, pushing the expiration date from January 1, 2022, to January 1, 2032. This extension applies to distilled spirits brought into the United States after December 31, 2021.

This bill condemns the Chinese government's harassment and intimidation tactics targeting individuals in the U.S. to suppress speech and narratives unwelcome to China. It emphasizes the need to protect freedom of speech and academic freedom, urging law enforcement and academic institutions to counter these efforts. The bill calls for diplomatic action and international collaboration to combat transnational repression and uphold free expression.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

This bill prohibits the Big Cypress National Preserve in Florida from being designated as wilderness or included in the National Wilderness Preservation System. This ensures the area will not receive the specific protections and management guidelines associated with wilderness areas.
