Additionally, the Act requires that all laws apply equally to Members of Congress, eliminating special exemptions and ensuring they are subject to the same rules as all citizens.

The ACCESS Act aims to reform contractor education requirements in federal contracts. It mandates that contracting officers provide written justification when a minimum education level is required for contractor personnel, ensuring the agency's needs cannot be met otherwise. The Office of Management and Budget (OMB) is directed to issue guidance to executive agencies on implementing these changes and encouraging alternatives to strict education requirements. The Comptroller General will also submit a report to Congress evaluating executive agency compliance within 3 years.

The SMART Act of 2025 seeks to improve the effectiveness and efficiency of major federal regulations by requiring agencies to develop frameworks for assessing the impacts of new rules, including costs, benefits, and whether the rule is still necessary. Agencies must analyze the data gathered and publish their assessment results, and the head of each agency will be responsible for ensuring timely compliance and publication. The Office of Information and Regulatory Affairs will provide guidance and may grant exemptions or extend deadlines. Judicial review is limited to whether the agency published the required framework and assessments, not the substance of those documents, and necessary appropriations are authorized to carry out the amendments.

The TRUE Accountability Act mandates the Office of Management and Budget (OMB) to provide guidance to federal agencies on developing internal control plans for emergency spending, aimed at preventing improper payments and fraud. Agencies must create and regularly update these plans, submitting them to OMB and Congress for oversight. This act seeks to improve the financial management and accountability of taxpayer resources used during emergencies.

The "Protecting our Land Act" prohibits foreign adversaries and state sponsors of terrorism from purchasing public or private real estate in the United States. It directs the President to create regulations blocking real estate purchases by these entities and their agents. The bill defines "foreign adversary" and "state sponsor of terrorism" according to existing U.S. law and specifies that "United States" includes all states, territories, and possessions.

The "Continued Rapid Ohia Death Response Act of 2025" aims to combat the spread of Rapid Ohia Death in Hawaii by promoting collaboration between the Secretaries of Agriculture and Interior with the State of Hawaii. It directs the U.S. Geological Survey and U.S. Fish and Wildlife Service to continue research and ungulate management, respectively. The Act also requires the Forest Service to provide financial assistance and staff to prevent the disease's spread and restore native forests, and authorizes $5,000,000 to be appropriated annually from 2026 through 2036 to fund these efforts.

The Nuclear Waste Informed Consent Act requires the Secretary of Energy to obtain consent-based agreements from the governor of the state, affected local governments, any neighboring local government if nuclear waste will be transported through it, and affected Indian tribes before spending Nuclear Waste Fund money on repository activities. These agreements must be written, signed, binding, and can only be changed with everyone's consent.

This joint resolution disapproves and nullifies the Environmental Protection Agency's rule regarding Trichloroethylene (TCE) regulation under the Toxic Substances Control Act (TSCA).

This bill recognizes February 4, 2025, as "Transit Equity Day" to honor Rosa Parks and highlight the importance of equitable access to public transit. It acknowledges the ongoing disparities in transit access based on race, income, and disability, while promoting affordable, reliable public transit and its role in combating climate change. The PPP Shell Company Discovery Act aims to combat Paycheck Protection Program (PPP) loan fraud by requiring the Treasury Secretary to compile and share a list of PPP loan recipients with the IRS and the Department of Justice. The IRS Commissioner must then create additional lists of recipients who may have committed fraud based on FICA tax withholding and loan amount compared to wage payments. These lists will be used for criminal investigations related to PPP loan fraud.

This bill condemns the Government of Mexico for its failure to meet its annual water delivery obligations to the United States, as stipulated in the treaty governing the use of the Colorado and Tijuana Rivers, and the Rio Grande.

This bill proposes a constitutional amendment to mandate a balanced federal budget, limiting total government spending and requiring justification for each agency's funding requests. The Space Research Innovation Act directs the NASA Administrator to establish a university-affiliated research center. The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The "Continued Rapid Ohia Death Response Act of 2025" aims to combat the spread of Rapid Ohia Death, a disease affecting Ohia trees in Hawaii, through collaborative efforts between the Department of Interior, the Department of Agriculture, and the State of Hawaii. It directs continued research into the disease's spread, management of ungulates in affected areas, and financial aid for prevention and restoration efforts. The Act also provides support to the Institute of Pacific Islands Forestry for ongoing research.

The Amtrak Executive Bonus Disclosure Act requires Amtrak to post its reports to Congress on its public website. It also mandates the disclosure of annual base pay and bonus compensation for Amtrak's executive leadership, including the standards used to determine bonuses.
