By creating consistent, nationwide legal protection, this bill intends to save lives from cardiac arrest.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.

The "Know Your Rates Act" amends the Public Utility Regulatory Policies Act of 1978, mandating that electric and gas utilities provide consumers with more detailed billing information, including comparisons to previous periods and notifications regarding energy consumption. Consumers will receive notifications if their energy usage exceeds prior usage and allows consumers to set a threshold for notifications when their bill reaches a specific dollar amount. This act applies to utilities receiving federal funding, as determined by the Commission.

This bill amends Title 38 of the U.S. Code to establish presumptions regarding radiation and toxin exposure for veterans who served at the Nevada Test and Training Range between 1972 and 2005, excluding Nellis and Creech Air Force Bases. It recognizes certain activities at the range as radiation-risk activities and presumes exposure to toxins for veterans stationed there during the specified period. Additionally, it establishes a presumption of service connection for lipomas and tumor-related conditions for these veterans.

The "Make American Flags in America Act of 2025" mandates that U.S. flags displayed on Federal property or bought by Federal agencies be entirely manufactured in the U.S. using 100% U.S.-made materials, in accordance with international agreements. It also directs the Federal Trade Commission to study and report on country-of-origin labeling enforcement for U.S. flags, aiming to improve enforcement and deter violations.

The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The Rural Health Care Facility Technical Assistance Program Act expands and codifies a Department of Agriculture program to provide technical assistance and training to rural health care facilities. This program aims to improve financial stability, prevent closures, and strengthen health care delivery in rural areas. The Act authorizes up to $2,000,000 annually from 2026-2030 for these activities and requires annual reports to Congress. It prioritizes outreach to facilities at risk and those serving underserved populations.

The "Public Safety Free Speech Act" protects the free speech rights of public safety officers, including law enforcement, firefighters, and EMS personnel, allowing them to express personal opinions on public safety, working conditions, and other related matters without fear of retaliation, while also outlining exceptions for speech that incites violence, discrimination, or discloses confidential information. This bill enables officers to sue their employers for adverse actions taken against them for exercising these rights and specifies the damages that can be awarded. This act does not preempt existing federal or state laws.

The "Protecting America's Agricultural Land from Foreign Harm Act of 2025" aims to safeguard U.S. agricultural land by prohibiting its purchase or lease by individuals or entities associated with the governments of Iran, North Korea, China, and Russia, while also preventing their participation in USDA programs. The "BEST Facilitation Act" establishes an image technician pilot program within U.S. Customs and Border Protection's Office of Field Operations, where trained technicians review non-intrusive inspection images to identify contraband and other illicit activities, and then refer them to CBP officers. The Act mandates specific training, assessment, and reporting requirements to evaluate the program's effectiveness in improving border security and trade facilitation. This pilot program will operate for five years, after which the image technicians may be transferred to other comparable positions within the agency.

The "Supply Chain Security and Growth Act of 2025" introduces a 40% tax credit for investments in critical supply chain facilities located in U.S. possessions or Puerto Rico, aimed at encouraging reshoring. This credit applies to facilities manufacturing essential items like pharmaceuticals, semiconductors, aerospace equipment and artificial nanomaterials. The bill also increases the deemed credit for taxes paid to a U.S. possession from 80% to 100%. It allows taxpayers to elect to receive direct payments from the IRS for the credit or transfer the credit to unrelated parties.

The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. It ensures the museum's exhibits and programs accurately represent the diverse cultures, histories, events, and values of Hispanic and Latino communities, seeking guidance from diverse sources. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.

The Dennis and Lois Krisfalusy Act expands eligibility for Department of Veterans Affairs headstones, markers, and burial receptacles. This bill removes the restriction that an individual must have died on or after November 11, 1998, to be eligible.

The EAGLES Act of 2025 codifies and expands the National Threat Assessment Center within the Secret Service to focus on preventing targeted violence through research, training, and information sharing. It establishes a national program on targeted school violence prevention, mandating research, training courses, and coordination among various departments and agencies. The Act authorizes \$10 million annually from 2026 to 2030 for these activities, emphasizing early intervention and support for individuals exhibiting concerning behavior, while explicitly prohibiting the use of funds for firearms training. The "I CAN Act" is comprehensive legislation designed to remove existing practice and billing barriers for various Advanced Practice Registered Nurses (APRNs)—including Nurse Practitioners, CRNAs, and CNMs—within Medicare and Medicaid. It aims to expand patient access to care by allowing these qualified professionals to supervise, order, and bill for services to the full extent of their state-defined scope of practice. Furthermore, the bill enhances transparency and accountability for Medicare's local coverage decisions affecting APRN services. Overall, this act seeks to integrate APRNs more fully into federal healthcare programs, improving efficiency and service delivery.
