The BOWSER Act repeals the District of Columbia Home Rule Act, which currently grants a degree of self-governance to the District of Columbia. This repeal would take effect one year after the enactment of the BOWSER Act. Effectively, this would end the current form of local government in DC.

The "Jobs and Opportunities for Medicaid Act" would amend the Social Security Act to require able-bodied adults to work or volunteer at least 20 hours per week to be eligible for Medicaid, starting January 1, 2026. Certain individuals, such as those medically unfit for work, pregnant, or primary caretakers of young children, would be exempt from this requirement.

The "Growing and Preserving Innovation in America Act of 2025" amends the Internal Revenue Code to eliminate a scheduled decrease in the deduction for foreign-derived intangible income. This change maintains the deduction at a higher level, supporting companies that generate income from intellectual property developed and used abroad. The act is effective immediately upon enactment.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

The "Fair Access to Banking Act" aims to prevent financial institutions from denying services to legal businesses based on subjective or political reasons. It prohibits large banks, credit unions, and payment card networks from discriminating against legal businesses and requires them to provide fair access to financial services based on impartial, risk-based standards. Financial institutions that violate these provisions may face penalties, including ineligibility for taxpayer-funded discount window lending programs and civil penalties. Individuals or businesses who are unfairly denied services can sue the financial institution in U.S. district court.

The US-Kazakhstan Trade Modernization Act allows the President to extend nondiscriminatory trade treatment to products from Kazakhstan, which would formally remove Kazakhstan from Title IV of the Trade Act of 1974. This action acknowledges Kazakhstan's compliance with emigration requirements since 1997 and its membership in the World Trade Organization since 2015, further solidifying trade relations between the United States and Kazakhstan.

The "Primary Care Enhancement Act of 2025" modifies the treatment of direct primary care (DPC) arrangements for health savings account (HSA) purposes. It excludes DPC arrangements from being considered a health plan under certain conditions, such as DPC arrangements solely covering primary care services from primary care practitioners for a fixed periodic fee, with limits on monthly fees, and it treats DPC fees as medical expenses. This act also mandates the reporting of DPC fees on W-2 forms and adjusts fee limits for inflation.

The "Voter Eligibility Verification Act of 2025" aims to ensure accurate voter rolls by requiring the prompt release of immigration status information to state officials. The Attorney General or Secretary of State must receive an individual's immigration status within 15 days of requesting it, including for potential voters. This will allow states to verify the eligibility of individuals for voter registration.

The "250 Years of Service and Sacrifice Commemorative Coin Act" directs the Department of Treasury to mint coins in 2028 to recognize the nation's semiquincentennial and honor 250 years of American service and sacrifice. The coins include gold, silver, and clad coins, with designs representing American service and sacrifice. Surcharges from the sale of these coins will benefit the Stephen Siller Tunnel to Towers Foundation, supporting their programs for Gold Star families, first responders, and veterans. The Act ensures that the coin minting does not create any net cost to the government.

The Patriot Day Act amends title 5 of the United States Code to include "Patriot Day" in section 6103(a). This act formally recognizes Patriot Day as a day of national observance.

The "No User Fees for Gun Owners Act" prohibits state and local governments from imposing taxes, fees, or insurance requirements on firearm or ammunition ownership and commerce. Regular sales taxes are permitted if applied at the same rate as other goods and services. This bill aims to protect gun owners and businesses from discriminatory financial burdens.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

The "No Foreign Persons Administering Our Elections Act" prohibits states and local jurisdictions from hiring non-U.S. citizens to administer any Federal election. This law applies to all Federal elections held after the enactment of the law.

The "Educational Choice for Children Act of 2025" establishes federal tax credits for individuals and corporations who contribute to scholarship granting organizations that provide scholarships for eligible students to attend elementary and secondary schools. It sets a volume cap on the total amount of credits that can be claimed and prioritizes allocation on a first-come, first-served basis. The act also exempts these scholarships from gross income and protects the autonomy of scholarship organizations and non-public schools from government control.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

This bill terminates the Department of Education, effectively eliminating the department on December 31, 2026.

The IGO Anti-Boycott Act amends the Anti-Boycott Act of 2018 to include international governmental organizations in the prohibitions against boycotts. It requires the President to submit an annual report to Congress. This report will list foreign countries and international organizations that support boycotts and describe those boycotts.

The "Second Chance for Moms Act of 2025" requires a warning label on mifepristone indicating its effects may be reversed with progesterone, potentially increasing fetal survival, and provides a hotline number for further information. It also directs the Secretary to establish a 24/7 toll-free hotline for women seeking to reverse the effects of mifepristone, offering referrals exclusively to healthcare providers who offer abortion pill reversal.

The "Pregnancy Is Not an Illness Act of 2025" prevents the Department of Health and Human Services from classifying pregnancy as an illness when approving abortion drugs or setting risk management strategies for these drugs. It invalidates any prior abortion drug approvals that were based on classifying pregnancy as an illness, including the approval of mifepristone.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. It emphasizes the USPS's role as a self-sustaining service vital to the economy and national connectivity. The resolution discourages privatization, citing concerns about increased costs, reduced services, and damage to critical infrastructure.
