The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

This bill amends the Workforce Innovation and Opportunity Act to establish a grant program through the Department of Labor, awarding funds to community colleges for the development of high-quality workforce programs that lead to credentials in high-skill, high-wage, or in-demand jobs. These grants require partnerships with employers and a focus on serving individuals with barriers to employment, with the aim of improving program quality, accessibility, and alignment with workforce needs. The bill authorizes appropriations of $65,000,000 annually from 2026 through 2031 for this purpose.

This bill establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission will develop recommendations for a plan of action, including a fundraising plan to support the museum's establishment, operation, and maintenance without federal funds. The commission will submit reports to the President and Congress, and will conclude 30 days after submitting its final reports. No federal funds will be used for the commission's work.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.
