The provisions of this act generally apply to businesses starting after December 31, 2025.

The "Second Chances for Rural Hospitals Act" broadens the definition of "rural emergency hospital" under Medicare, enabling certain previously closed rural hospitals to re-qualify. Effective January 1, 2027, it allows facilities that ceased operations between 2014 and 2020 to become rural emergency hospitals. It also modifies payment rules, specifying that increased payments will not apply to facilities located less than 35 miles from the nearest hospital.

The "Telehealth Expansion Act of 2025" permanently allows individuals with Health Savings Accounts (HSAs) to access telehealth services without needing to meet their deductible first, starting after December 31, 2024. This removes a barrier to accessing telehealth services for HSA holders.

The APLUS Act directs the Secretary of Agriculture to update regulations, permitting market agencies to have financial interests in smaller meatpacking companies, defined by specific slaughter capacities. These market agencies must disclose these financial ties to livestock sellers. The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

This bill nullifies the Internal Revenue Service's rule concerning supervisory approval processes for penalties. By disapproving the rule as published in the Federal Register, the bill prevents the implementation of the IRS's updated penalty approval procedures.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

This bill amends Title XVIII of the Social Security Act to broaden access to telehealth services under Medicare. It expands the types of healthcare practitioners eligible to provide these services. This change aims to increase convenience and access to healthcare for Medicare beneficiaries.

The "Promoting Access to Diabetic Shoes Act" allows nurse practitioners and physician assistants to complete Medicare paperwork for covering therapeutic shoes for people with diabetes, increasing access to this benefit.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "Prevent Interruptions in Physical Therapy Act of 2025" ensures Medicare beneficiaries can continue receiving uninterrupted physical therapy services. It allows physical therapists to utilize temporary staffing arrangements, known as "locum tenens," when the regular therapist is temporarily unavailable. This ensures Medicare payments for services provided by qualified substitute physical therapists, maintaining consistent care for patients.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

The "Protect America's Innovation and Economic Security from CCP Act of 2025" establishes a CCP Initiative within the Department of Justice to combat Chinese Communist Party (CCP) espionage and theft of U.S. intellectual property. This initiative will focus on enforcement, identifying threats, protecting critical infrastructure, and investigating Chinese companies. The Attorney General is required to submit annual reports to Congress on the initiative's progress and impact. The initiative is set to expire six years after enactment.

The "No Deductions for Marijuana Businesses Act" amends the Internal Revenue Code to prohibit businesses involved in marijuana or controlled substance trafficking from claiming tax deductions or credits for their expenses. This restriction applies regardless of whether the business is violating federal or state law. The change will be effective for expenses paid after the bill is enacted.

The "Eliminate Lavish Incentives To Electric Vehicles Act" repeals tax credits for new and used clean vehicles, as well as for qualified commercial clean vehicles. It also removes electric vehicle charging stations from eligibility for the alternative fuel vehicle refueling property credit. These changes would take effect 30 days after the enactment of the Act.
