This resolution designates February 15–22, 2025, as "National FFA Week" to honor the National FFA Organization’s vital role in cultivating the next generation of agricultural leaders. It celebrates the organization’s commitment to personal growth and career readiness while commemorating the 90th anniversary of the New Farmers of America and the 75th anniversary of the FFA’s federal charter.

The Local Radio Freedom Act expresses Congressional opposition to imposing new performance fees, taxes, or royalties on local radio stations and businesses for playing music. It argues that the current system of free airplay provides essential promotional value to artists and that new fees would threaten the financial viability of local broadcasters and the vital community services they provide.

The "Promoting American Patriotism In Our Schools Act" mandates that schools receiving federal funds must require daily Pledge of Allegiance recitation, prominently display the U.S. flag in classrooms and gyms, and provide education on the flag's history. Individuals can abstain from reciting the Pledge for religious or personal reasons. Non-compliant schools will face enforcement by the Secretary.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Family Farm and Small Business Exemption Act" amends the Higher Education Act of 1965 to exclude the net value of a family farm (on which the family resides) or a small business (with no more than 100 employees and owned/controlled by the family) from consideration as an asset when determining financial need for federal student aid. This change aims to make higher education more accessible for students from family farm and small business backgrounds.

The Marc Fischer Memorial Act mandates that the Bureau of Prisons implement a comprehensive strategy to achieve 100% digital scanning of all inmate mail to interdict fentanyl and other synthetic drugs. By transitioning to digital mail processing, the Act aims to protect staff and inmates from lethal exposure, improve institutional security, and alleviate the administrative burden on correctional personnel.

The US-Kazakhstan Trade Modernization Act authorizes the President to grant Kazakhstan permanent normal trade relations status. This legislation recognizes Kazakhstan’s compliance with international freedom of emigration requirements and its commitment to World Trade Organization standards. By terminating the application of title IV of the Trade Act of 1974, the bill aims to modernize and solidify the bilateral trade relationship between the two nations.

The "Household Goods Shipping Consumer Protection Act" increases consumer protection in the household goods shipping industry by allowing the Secretary to enforce penalties for violations, enabling states to use grant money for enforcement and retain penalties, and setting requirements for registration. This includes defining "principal place of business," requiring disclosure of relationships within the transportation industry, and allowing the Secretary to withhold or revoke registration for non-compliance.

The Life at Conception Act declares that the constitutional right to life begins at the moment of fertilization, defining all human beings as persons from that point forward. The bill establishes legal personhood for every member of the species *homo sapiens* at all stages of development. Additionally, it explicitly prohibits the prosecution of any woman for the death of her unborn child.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The Strengthening our Servicemembers with Milk Act requires the Department of Defense to provide a diverse range of milk options to service members at military dining facilities. The bill also mandates that all milk supplies be sourced exclusively from domestic or non-adversarial entities, prohibiting purchases from companies controlled by foreign adversaries.

The Main Street Tax Certainty Act makes the 20% pass-through business income deduction permanent. By removing the current 2025 expiration date, this legislation ensures long-term tax relief for owners of qualified pass-through entities.

The Heartbeat Protection Act of 2025 prohibits physicians from performing an abortion if a fetal heartbeat is detectable, subject to specific exceptions for medical emergencies, rape, and incest. Physicians who knowingly violate this federal law face potential fines and imprisonment, though the legislation explicitly protects the mother from prosecution. The bill also mandates strict documentation and record-keeping requirements for all heartbeat determinations and exception claims.

The National Constitutional Carry Act seeks to protect the Second Amendment right of law-abiding citizens to carry firearms in public for self-defense. The bill prohibits state and local governments from imposing criminal or civil penalties on individuals who are legally eligible to possess firearms. By overriding restrictive local regulations, the legislation aims to ensure a uniform standard for the right to bear arms across the United States.

The Ending Chemical Abortions Act of 2025 seeks to prohibit the prescription, distribution, and sale of drugs intended to cause an abortion. The bill establishes federal criminal penalties for violations, while providing specific exceptions for contraception, the treatment of miscarriages, and medical emergencies that threaten the life of the mother. It also clarifies that women who undergo chemical abortions are exempt from criminal prosecution under this act.

This resolution formally expresses the House of Representatives' support for the "Day of Tears" to mourn the estimated 62 million unborn lives lost since 1973. It encourages the lowering of United States flags to half-staff on January 22nd each year to honor these lives. Furthermore, the resolution urges state legislatures to pass laws affirming the sanctity of life and improving abortion data collection.

The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health plans that cover abortions, while allowing individuals and entities to purchase separate abortion coverage with non-federal funds. It clarifies that premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage. The Act also revises notice requirements for health plans, mandating clear disclosure of abortion coverage and any associated premium surcharges to enrollees. Exceptions to the funding restrictions are included for cases of rape, incest, or when the mother's life is in danger.

This bill proposes a constitutional amendment to fix the number of Supreme Court justices at nine. For this amendment to be valid, three-fourths of the state legislatures must ratify it within seven years of its submission.
