The **Shipbuilding and Harbor Infrastructure for Prosperity and Security for America Act of 2025** is a comprehensive bill designed to revitalize the U.S. maritime industry and secure critical supply chains. It establishes new centralized oversight for maritime policy, creates a dedicated Maritime Security Trust Fund financed by new vessel taxes, and mandates significant federal investment in domestic shipbuilding and workforce development. The Uzbekistan Normalized Trade Act grants the President the authority to extend nondiscriminatory trade treatment to products from Uzbekistan. Any position designated as non-exempt from furlough will be abolished, and federal funds will no longer be used for the salary or expenses of these positions. Vacant positions are abolished immediately, while occupied positions are abolished as soon as they become vacant. The bill also prevents any positions from being newly designated as exempt from furlough.

The "Congressional Access to Military Posts Act of 2025" ensures Members of Congress and their staff have expedited access to U.S. military installations. It requires the Secretary of Defense to grant access to those with valid congressional identification without requiring advanced scheduling. This act aims to facilitate congressional oversight and communication with military personnel.

This bill amends the Food Security Act of 1985 to increase funding for the conservation stewardship program, allocating $1.8 billion annually from 2025 through 2031. It also transfers funds from prior allocations under Public Law 117-169 to further support this program, managed by the Commodity Credit Corporation.
