The "Extending Limits of U.S. Customs Waters Act" updates the definition of "customs waters" to align with international law, Presidential Proclamation 5928, and Presidential Proclamation 7219. It extends U.S. customs authority to include the territorial sea and contiguous zone, as permitted by international law. These changes will take effect the day after the Act is enacted.

The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

This bill prohibits the Big Cypress National Preserve in Florida from being designated as wilderness or included in the National Wilderness Preservation System. This ensures the area will not receive the specific protections and management guidelines associated with wilderness areas.

The "Keep China Out of Solar Energy Act of 2025" prohibits federal funds from being used to procure solar panels manufactured or assembled by entities based in or controlled by the Chinese government, with a waiver option available under specific conditions. It mandates the development of standards and guidelines for executive agencies and requires amendments to the Federal Acquisition Regulation to implement these prohibitions. The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Protecting Federal Funds from Human Trafficking and Smuggling Act of 2025" restricts federal funding to non-profit organizations that do not certify compliance with federal laws on human trafficking, alien smuggling, fraud, and bribery. It also directs the Secretary of Homeland Security to develop strategies and best practices for non-profits to comply with federal law, detect and report violations, and improve cooperation with law enforcement. Additionally, the Comptroller General is required to report to Congress on any violations by non-profit entities.

The "No Social Security for Illegal Aliens Act of 2025" amends the Social Security Act to exclude wages and self-employment income earned by unauthorized aliens in the U.S. from being used to calculate Social Security benefits. This change applies to income earned both before, on, and after the law's enactment, with benefit adjustments taking effect after enactment. The Social Security Administration will recalculate insurance amounts to reflect these changes.

The Protecting American Energy Production Act prohibits the President from declaring a moratorium on hydraulic fracturing without explicit authorization from Congress. Additionally, the bill affirms that states should maintain primary regulatory authority over hydraulic fracturing activities on state and private lands.

The Halt All Lethal Trafficking of Fentanyl (HALT Fentanyl) Act permanently classifies fentanyl-related substances as Schedule I controlled substances to strengthen enforcement and penalties against their trafficking. Additionally, the bill streamlines registration processes for researchers to facilitate legitimate scientific study of these substances. It also includes technical corrections and mandates updated federal rulemaking to ensure effective implementation.

The Marc Fischer Memorial Act mandates that the Bureau of Prisons implement a comprehensive strategy to achieve 100% digital scanning of all inmate mail to interdict fentanyl and other synthetic drugs. By transitioning to digital mail processing, the Act aims to protect staff and inmates from lethal exposure, improve institutional security, and alleviate the administrative burden on correctional personnel.

The Fair Access to Banking Act prohibits large financial institutions and payment networks from denying services to law-abiding businesses based on subjective, politically motivated, or reputational criteria. This measure ensures product consistency by excluding added sweeteners from the calculation of these solids.

The "No User Fees for Gun Owners Act" prohibits state and local governments from imposing special taxes, insurance requirements, or user fees as a condition for owning, manufacturing, or transferring firearms and ammunition. The bill ensures that firearms are only subject to standard, generally applicable sales taxes, preventing discriminatory financial barriers to gun ownership.

The IGO Anti-Boycott Act expands existing federal law to prohibit participation in boycotts fostered or imposed by international governmental organizations, not just those by foreign countries. Additionally, the bill mandates that the President submit and publish an annual report detailing all international boycotts covered by these restrictions.

The Medicare Patient Access and Practice Stabilization Act of 2025 aims to support healthcare providers by extending Medicare payment adjustments through the end of 2025. Specifically, the bill provides a 6.62 percent payment increase for services rendered between April 1, 2025, and December 31, 2025, to help practitioners adjust to evolving Medicare payment policies.
