Diversity Visa Lottery Axed: SAFE for America Act Kills Immigration Program in 2025

The "SAFE for America Act of 2025" flat-out eliminates the Diversity Visa Program, effective October 1, 2025. This program, often called the "visa lottery," currently offers up to 55,000 green cards annually to individuals from countries with low rates of immigration to the U.S. The Act repeals the core section of the Immigration and Nationality Act (subsection (c) of Section 203) that established the program, and makes a bunch of conforming changes throughout the rest of the immigration legal code.

Scrapping the Lottery

The main thing this bill does is kill the Diversity Visa Program. As of October 1, 2025, this pathway to a green card will no longer exist. The stated purpose of the current program is to increase the diversity of the immigrant population in the U.S. This bill gets rid of that entirely.

It's a straight-up reduction in one form of legal immigration, with no stated plan to address the resulting gap.
