The American Innovation and R&D Competitiveness Act of 2025 revises how businesses treat research and experimental (R&E) expenditures for tax purposes. Taxpayers can now choose between immediately deducting R&E costs or amortizing them over a period of at least 60 months. This legislation also makes technical adjustments to ensure consistency between immediate deductions and claiming the research tax credit.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The DMEPOS Relief Act of 2025 extends the current Medicare transition payment rates for durable medical equipment in non-competitive bidding areas through the end of 2025. This action delays the implementation of new payment regulations until January 1, 2026. The Secretary of Health and Human Services is directed to maintain existing payment structures in these specific areas for the remainder of the year.

The Providing Veterans Essential Medications Act allows State homes caring for veterans to choose how they receive reimbursement for very high-cost medications. State homes can opt to be reimbursed directly for the medication's cost or have the Secretary of the VA furnish the drug directly. This provision applies only when the cost of a specific medication exceeds a defined threshold relative to the standard monthly payment for that veteran's care.

This Act updates the definition of "fossil fuel" under the Clean Air Act to specifically include fuel used by ocean-going vessels. This change allows the EPA to incorporate maritime fuel into renewable fuel standards moving forward. The EPA is required to finalize the necessary regulations within one year of the bill's enactment.

The Access to Credit for our Rural Economy Act of 2025 (ACRE Act) creates a new federal tax incentive for qualified lenders. This incentive excludes income earned from interest on loans secured by rural or agricultural real property from taxation. The goal is to encourage lending for agricultural, forestry, and certain rural home improvement purposes while prohibiting loans to foreign adversary entities.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The "Grown in America Act of 2025" introduces a tax credit for businesses that use domestic agricultural commodities in their products for human consumption. This credit, capped at $100,000,000, aims to incentivize the use of U.S.-produced agricultural inputs by offering a tax benefit based on the percentage of domestic agricultural commodities used. The percentage of domestic inputs required to receive the full credit increases over time, with the Secretary of Agriculture maintaining a list of agricultural commodities that cannot be produced domestically. These provisions will be effective for taxable years starting after December 31, 2025.

The APLUS Act directs the Secretary of Agriculture to update regulations, permitting market agencies to have financial interests in smaller meatpacking companies, defined by specific slaughter capacities. These market agencies must disclose these financial ties to livestock sellers. The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

The "Maintaining Investments in New Innovation Act" amends the Social Security Act's definition of "qualifying single source drug" to include advanced drugs using genetically targeted technology. This update applies to drugs that can modify gene function, potentially impacting drug pricing and access regulations under the Act.

The Lactation Spaces for Veteran Moms Act requires all Department of Veterans Affairs medical centers to provide hygienic and private lactation spaces for women veterans and members of the public to express breast milk. These spaces must be accessible to individuals with disabilities and include a chair, a working surface, and clear signage. Implementation must occur within two years of the Act's enactment.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

This resolution clarifies that United Nations General Assembly Resolution 2758 only addressed seating arrangements and does not validate the People's Republic of China's "One China Principle" regarding Taiwan's status. It asserts that the U.S. "One China Policy" is distinct from Beijing's claims and does not endorse PRC sovereignty over Taiwan. The bill strongly opposes PRC efforts to use the resolution to exclude Taiwan from international organizations and supports Taiwan's meaningful participation globally.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

The "Fighting Trade Cheats Act of 2025" increases penalties for fraudulent and grossly negligent violations of U.S. customs laws, including banning violators and their affiliates from importing goods. It also allows private parties harmed by customs fraud to sue for damages and injunctive relief. The Act excludes those who commit fraud from participating in the importer of record program.
