The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. If state or local laws don't apply or meet the 50% threshold, adherence to federal bond requirements under 40 U.S.C. 3131(b)(1) and (2) is required.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) travel reimbursement rate for veterans' medical appointments will never fall below the standard federal employee mileage rate. This legislation mandates that the VA must process and pay these mileage allowances within 90 days of a veteran submitting a complete request. The "I CAN Act" is comprehensive legislation designed to remove existing practice and billing barriers for various Advanced Practice Registered Nurses (APRNs)—including Nurse Practitioners, CRNAs, and CNMs—within Medicare and Medicaid. It aims to expand patient access to care by allowing these qualified professionals to supervise, order, and bill for services to the full extent of their state-defined scope of practice. Furthermore, the bill enhances transparency and accountability for Medicare's local coverage decisions affecting APRN services. Overall, this act seeks to integrate APRNs more fully into federal healthcare programs, improving efficiency and service delivery.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The study will identify which states require Black history education, assess the quality of education, instructional materials, and analyze how schools assess students' knowledge. A report will then be submitted to Congress detailing the findings of the study.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to honor the First Rhode Island Regiment, a historically significant integrated unit that fought valiantly during the Revolutionary War. The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to expand scholarship opportunities at 1890 institutions to both bachelor's and graduate students. It provides mandatory funding of $15 million per fiscal year, starting in 2025, through the Commodity Credit Corporation, and makes discretionary funding available from fiscal year 2020 onward. The scholarships will be available each academic year that funding is available.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.

The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The Alpha-gal Allergen Inclusion Act amends the Federal Food, Drug, and Cosmetic Act to include alpha-gal, a sugar found in non-catarrhine primate mammals and red algae, as a major food allergen. This will require food labels to clearly identify the presence of alpha-gal. The amendment will take effect 18 months after the enactment of this Act, with an exception for mammal-derived ingredients where alpha-gal is below a detectable limit as determined by the Secretary.

This bill amends the Workforce Innovation and Opportunity Act to establish a grant program through the Department of Labor, awarding funds to community colleges for the development of high-quality workforce programs that lead to credentials in high-skill, high-wage, or in-demand jobs. These grants require partnerships with employers and a focus on serving individuals with barriers to employment, with the aim of improving program quality, accessibility, and alignment with workforce needs. The bill authorizes appropriations of $65,000,000 annually from 2026 through 2031 for this purpose.
