The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. The "Charitable Act" modifies the tax deduction for charitable contributions for individuals who do not itemize deductions. For the 2026 and 2027 tax years, the deduction will be capped at one-third of the standard deduction amount for the individual. The Act also eliminates and redesignates certain penalty clauses in the Internal Revenue Code related to these deductions, updating references accordingly.

This bill supports the designation of January 30, 2025, as CTE and RHI Awareness Day to increase public knowledge of chronic traumatic encephalopathy (CTE) and repeated head impacts (RHI). The reclassification aims to correct an inaccurate representation and better align the Standard Occupational Classification with related classification systems.

The BEACH Act of 2025 reauthorizes funding for state and local programs that monitor coastal recreation water quality and notify the public of potential contamination. It broadens water quality monitoring to include upstream waters and allows grant funds to identify pollution sources. The act also extends the authorization of appropriations through 2029 and requires the EPA to update guidance on water contamination testing technology.

The "Expanding Labor Representation in the Workforce System Act" increases the funds available to state and local workforce development boards for administrative costs, raising the limit from 20% to 30%. It also broadens the definition of "labor organization" to include federations and bodies of labor organizations, as well as organizations representing certain groups of public and other-sector employees.

The Young Americans Financial Literacy Act addresses the widespread need for improved financial education among young people aged 8 to 24. This bill authorizes funding for competitive grants to establish Centers of Excellence focused on developing and implementing research-backed financial literacy programs. These centers will create educational materials, train educators, and specifically target issues like student debt management for young adults. The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. Doctors of Chiropractic are required to attend an educational webinar to be eligible for Medicare reimbursement. This aims to align Medicare with other healthcare systems and private insurance in recognizing the full scope of chiropractic care.

The Handgun Permit to Purchase Act aims to reduce gun violence by providing grants to states, local governments, and Indian tribes to develop, implement, and evaluate handgun purchaser licensing programs. To be eligible for these grants, applicants must have laws requiring individuals to be at least 21 years old, undergo background checks, and reapply for their license or permit every five years. These programs are intended to ensure that individuals prohibited from possessing a firearm do not obtain a handgun purchasing license or permit. The Act authorizes the appropriation of necessary funds to carry out this grant program.
