The Small Business Procurement and Utilization Reform Act of 2025 (SPUR Act) enhances federal agency accountability by updating the small business contracting scorecard. It requires agencies to track and report the number of new small business entrants receiving prime contracts, specifically highlighting businesses owned by veterans, women, and socially or economically disadvantaged individuals. The "World Language Education Assistance Program Act" aims to address the language skills crisis in America by establishing a grant program to create, improve, and implement world language and dual language programs in schools. These grants will support professional development for teachers, partnerships with community-based language schools, and innovative language immersion programs. The act prioritizes programs that demonstrate language proficiency growth, can be replicated, and have a sustainability plan, with the goal of equipping students with the language skills needed for a globalized world. The act authorizes \$15,000,000 for fiscal year 2026 and each subsequent fiscal year to carry out this section.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. The SERV Act aims to strengthen support for veteran and reservist entrepreneurs by increasing transparency and oversight of federal small business programs. The Investing in Main Street Act of 2025 supports small business growth by increasing the investment flexibility of Small Business Investment Companies (SBICs). The bill raises the maximum percentage of private capital that an SBIC can invest in a single small business from 5 percent to 15 percent. This change allows for greater financial support for individual enterprises, fostering expanded development and innovation.

The PREVENT DIABETES Act aims to expand access to the Medicare Diabetes Prevention Program (MDPP) by allowing entities to participate solely through online services from January 1, 2026, through December 31, 2030. It requires the Secretary of Health and Human Services to update regulations by January 1, 2026, to accommodate virtual suppliers, ensuring they meet MDPP enrollment conditions. This act also ensures that these entities will not be denied claim payments for online MDPP services solely because the beneficiary was in a different state when the services were provided and places no limit on the number of times an individual may enroll in the MDPP.

The "Access Technology Affordability Act of 2025" introduces a tax credit for blind individuals who purchase qualified access technology, such as hardware or software that converts visual information into accessible formats. The credit is capped at $2,000 per blind individual over any three consecutive tax years and will be adjusted for inflation after 2026. This credit is effective for tax years starting after December 31, 2025, and expires after December 31, 2030. It ensures that individuals cannot claim double benefits for the same expenses.
