This bill disapproves and nullifies the Environmental Protection Agency's rule that allowed California to set its own vehicle emissions standards under the Advanced Clean Cars II Waiver. By disapproving this rule, the bill prevents California from implementing stricter emission standards and effectively maintains federal control over vehicle emission standards.

These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The "Safeguard American Voter Eligibility Act" mandates that individuals provide documentary proof of U.S. citizenship when registering to vote in federal elections. It amends the National Voter Registration Act of 1993 to include these requirements and directs states to reject applications lacking such proof. The Act also outlines acceptable forms of documentation, verification processes, and penalties for non-compliance, while allowing provisional ballots under certain conditions. Additionally, the Department of Homeland Security must notify state election officials when an individual becomes a naturalized citizen.

The "No Rogue Rulings Act of 2025" limits the scope of injunctions issued by U.S. district courts, restricting them to only apply to the parties involved in the case. An exception is provided for cases involving challenges to executive branch actions brought by multiple states from different circuits, in which a randomly selected three-judge panel may issue broader injunctions. The bill also allows parties to choose whether to appeal injunction decisions to the circuit court or the Supreme Court.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The Aid Accountability Act of 2025 amends the Foreign Assistance Act of 1961 to increase accountability for federal employees and recipients of federal funds. It mandates termination and financial restitution for federal employees who knowingly violate aid requirements, and ineligibility for future funding for grantees and contractors who violate the requirements. The Secretary of State will determine violations and penalties, with decisions subject to federal court review and congressional reporting. Final determinations by the Secretary of State will be subject to the procedures under chapter 8 of title 5, United States Code.

The TAKE IT DOWN Act aims to combat the spread of nonconsensual intimate visual depictions, including deepfakes, online. It establishes criminal penalties for intentionally sharing such images without consent, with increased penalties for depictions involving minors. The Act also requires online platforms to create a process for users to report and request the removal of nonconsensual intimate visual depictions within 48 hours, enforced by the Federal Trade Commission. It defines key terms related to consent, digital forgeries, and covered platforms, while also ensuring that the rest of the law remains valid if any part is deemed unenforceable.

The "Safeguarding American Property Act of 2025" amends the Immigration and Nationality Act to mandate the detention of criminal aliens who commit trespassing, vandalism, or arson. This bill expands the list of offenses that trigger mandatory detention for certain non-citizens.

The Affordable Housing Credit Improvement Act of 2025 aims to increase affordable housing options by updating state housing credit formulas, refining tenant eligibility rules, and improving credit eligibility and determination. This includes adjusting income verification processes, modifying student occupancy rules, and protecting domestic abuse victims. The bill also focuses on Native American and rural assistance by addressing housing needs in Indian areas and streamlining income eligibility for rural projects. The POWER Act of 2025 introduces a tax credit for individuals who purchase emergency generators for use in their primary residence. This credit, capped at $500, is available to qualified individuals whose primary residence is in an area declared as a major disaster area at least twice in the last 5 years and who have received individual assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The credit amount is reduced for taxpayers with higher incomes, and it applies to generators purchased within 2 years of the Act's enactment. The bill specifies that disasters declared for public health purposes are not covered.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The Military Installation Retail Security Act of 2025 prohibits the Department of Defense from entering into or renewing long-term concession agreements with retailers controlled by countries that pose a national security risk, with a waiver option if essential goods or services are not otherwise available. It mandates retailers to disclose relationships with these countries and requires review and potential termination of existing agreements. The Committee on Foreign Investment in the United States (CFIUS) is directed to investigate and provide determinations on national security implications. The Act defines key terms to clarify the scope and enforcement of these provisions.

The "Protect America's Workforce Act" nullifies a 2025 executive order that limited federal labor-management relations programs. It prevents the enforcement of the executive order and prohibits the use of federal funds for its implementation. Additionally, the bill ensures the validity of existing collective bargaining agreements between federal agencies and labor organizations until their original expiration dates.

The Black Vulture Relief Act of 2025 allows livestock producers and their employees to take black vultures that are causing or are reasonably believed to cause death, injury, or destruction to livestock. This act defines key terms related to black vultures and livestock production and requires individuals who take a black vulture to submit an annual report to the United States Fish and Wildlife Service. The Act prohibits the use of poison to take or attempt to take a black vulture. The Fish and Wildlife Service must provide a reporting form within 180 days of enactment.

The Veterans Mental Health and Addiction Therapy Quality of Care Act mandates an independent study comparing the quality of mental health and addiction care provided by the Department of Veterans Affairs (VA) providers versus non-VA providers. This study will assess health outcomes, use of evidence-based practices, coordination between providers, patient satisfaction, integrated care, continuous monitoring, and wait times. The results will be reported to Congress and made public.

The Kairo Act of 2025 mandates that child care and early learning programs receiving federal funds, such as Child Care Development Block Grants and Head Start, must establish a parents' bill of rights. This bill of rights includes access to records, video footage related to abuse or neglect, and information about the facility's compliance history. Child care providers must provide parents with a written copy of these rights. The Department of Health and Human Services will inform funding recipients about these new requirements.
