This bill recognizes and celebrates the 250th anniversary of the U.S. Marine Corps on November 10, 2025. It acknowledges the Marine Corps' distinguished history, readiness, and role as a premier fighting force. The bill also encourages Americans to celebrate the anniversary through various activities and community engagement.

The VA Home Loan Awareness Act of 2025 requires that the Uniform Residential Loan Application include a disclaimer informing applicants that they may be eligible for a VA Home Loan if they have served in the military. It also requires the Comptroller General of the United States to study and report to Congress on lender compliance with the disclaimer requirement.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

This bill amends the Internal Revenue Code to disallow production and investment tax credits for offshore wind facilities placed in service in the inland navigable waters or coastal waters of the United States. It defines these facilities as "disqualified offshore wind facilities," making them ineligible for certain tax benefits. These changes will be effective for energy produced and property placed in service after December 31, 2025.

The "Fair and Open Competition Act of 2025" seeks to ensure open competition and government neutrality in federal construction projects by preventing requirements for or bans against agreements with labor organizations. It prohibits discrimination based on labor affiliation, reduces construction costs, and expands job opportunities. The Act mandates revisions to regulations and allows exemptions only in special circumstances like public health or national security threats.

The "Reimbursing Border Communities Act of 2025" establishes a grant program for local governments within 200 miles of the U.S.-Mexico border to reimburse security-related expenses, including wages for local law enforcement. To be eligible, communities must apply, provide required information, and not be sanctuary jurisdictions. Grant amounts are capped at $500,000 per fiscal year and cannot be used for certain purposes, such as funding nonprofits or providing resources to aliens. The Act requires annual reports to Congress and authorizes \$25 million in appropriations per fiscal year from 2026 through 2036.

The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The "Protecting the Right to Keep and Bear Arms Act of 2025" prevents the President and the Department of Health and Human Services from using national emergencies or public health emergencies to enact gun control measures. It also amends the Stafford Act to ensure that disaster relief efforts do not infringe on Second Amendment rights related to firearms, ammunition, and accessories.

The Choice in Affordable Housing Act of 2025 aims to increase landlord participation in the Housing Choice Voucher program, particularly in high-opportunity areas, by offering incentives such as one-time payments, security deposit assistance, and landlord liaison bonuses. It also streamlines housing quality standards by accepting inspections from other housing programs and allowing pre-approval of units. Additionally, the bill mandates the use of small area fair market rents to calculate rental assistance in more metropolitan areas and modernizes the Section 8 Management Assessment Program to encourage positive landlord relationships and housing diversity for voucher holders. Finally, the Act requires an annual report on the effectiveness of the Act.

This bill censures Representative Al Green of Texas for disrupting the President's address to Congress on March 4, 2025. It condemns his actions and orders him to appear before the House of Representatives to receive a formal reprimand. During this time the Speaker of the House will publicly read the resolution of censure.

The "Pay Our Border Patrol and Customs Agents Act of 2025" ensures that U.S. Border Patrol agents and Customs and Border Protection officers are paid during any government shutdown in fiscal year 2025. The bill appropriates the necessary funds to cover the salaries and expenses of these essential employees, guaranteeing they continue to receive paychecks even when the government is shut down.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

The "Sanctuary City Accountability Act" enables U.S. nationals to sue sanctuary jurisdictions in federal court if they or their family members are victims of crimes committed by aliens residing in those jurisdictions. It defines "sanctuary jurisdiction" as any state or local government obstructing federal immigration enforcement by shielding criminals from ICE. Lawsuits can seek injunctions or compensatory damages. The bill aims to hold sanctuary jurisdictions accountable for policies that hinder immigration enforcement.

The "No Tax Breaks for Sanctuary Cities Act" denies tax-exempt status for bonds issued by state and local governments deemed to be sanctuary jurisdictions. A sanctuary jurisdiction is defined as one that prevents or restricts its entities or officials from sharing immigration information with other government entities or complying with Department of Homeland Security requests. The Secretary of the Treasury, in consultation with the Secretary of Homeland Security, is required to publish a list of these jurisdictions annually. This applies to taxable years ending after the enactment date for obligations issued after the enactment date.

This resolution censures Representative Al Green for disrupting President Trump's address to Congress, violating decorum, and bringing disrepute to the House. It mandates that Representative Green present himself to the House for a public reading of the censure resolution by the Speaker.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The Forest Service Accountability Act mandates that the President, with Senate approval, appoint the Chief of the Forest Service, choosing someone with expertise in forest and natural resources management. The Senate Committees on Agriculture, Nutrition, and Forestry, and Energy and Natural Resources will jointly review the nomination. Within 30 days of the Act's enactment, the President must submit a nomination for the Chief of the Forest Service to the Senate.

The PAST Act of 2025 amends the Horse Protection Act to strengthen enforcement against horse soring, a cruel practice used to create an exaggerated gait. It bans action devices and weighted shoes, increases penalties for violations, and mandates the licensing and oversight of qualified inspectors, prioritizing veterinarians, to ensure fair competition and protect horses. The Act also requires the USDA to publish violation information and sets clear disqualification periods for horses found to be sore, aiming to eliminate soring in specific horse breeds.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our Communities from DUIs Act of 2025 amends immigration law to deem individuals inadmissible to the U.S. and deportable if convicted of, admitting to, or admitting to actions that constitute driving while intoxicated or impaired, regardless of whether the offense is classified as a misdemeanor or felony.
