The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

This bill expresses support for designating February 15-22, 2025, as "National FFA Week," celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The "Expanding Child Care Access Act of 2025" introduces a tax credit, up to $5,000, for qualified child care startup expenses incurred by licensed family child care providers. This credit aims to support individuals starting or expanding licensed child care services within their primary residence, covering expenses such as licensing fees, supplies, insurance, and necessary equipment or renovations. The "Coin Metal Modification Authorization and Cost Savings Act of 2025" allows the U.S. Mint to alter the composition of circulating coins if it lowers costs, maintains coin compatibility with machines, and minimizes public impact. Any proposed changes require a Mint study, Congressional notification, and justification, and Congress can block the changes. The budgetary effects of the act will be determined by the Chairman of the House Budget Committee.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. This act mandates the creation of an Advisory Council on Epilepsy Research, Care, and Services, composed of federal and non-federal experts, to evaluate and improve federally funded epilepsy efforts. The council will provide recommendations to enhance coordination, diagnosis, treatment, research, and public awareness, and reduce the financial burden of epilepsy on families. Ultimately, the act seeks to improve the lives of individuals with epilepsy and their caregivers through coordinated research, improved access to care, and enhanced public awareness.

The "Doctors in our Borders Act" aims to increase the availability of medical care in underserved areas by raising the number of Conrad 30 waivers from 30 to 100 per state. These waivers allow international medical graduates to remain in the United States after completing their residency, provided they work in underserved communities. This expansion seeks to bring more doctors to areas with limited access to healthcare.

The "Freight RAILCAR Act of 2025" introduces a tax credit for modernizing freight railcars, encouraging investments in newer, more efficient railcars. Taxpayers can claim a credit equal to 10% of their freight railcar fleet modernization expenses, with a limit of 1,000 qualified freight railcars per year. The credit applies to railcars that increase capacity, improve fuel efficiency, or meet updated performance standards, and is available for three years after the Act's enactment. The Secretary of the Treasury is required to submit a report to Congress detailing the credit's usage and impact on railcar modernization and scrapping.

The "Housing Unhoused Disabled Veterans Act" aims to ensure more veterans can access housing assistance by excluding certain disability benefits from income calculations for specific housing programs. This exclusion applies to the supported housing program under section 8(o)(19) of the United States Housing Act of 1937 and when determining eligibility to rent residential housing on Department of Veteran Affairs property constructed after the enactment of this act. This exclusion does not apply to the definition of adjusted income. By excluding these benefits, the bill seeks to make housing more affordable and accessible for disabled veterans.

The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Freedom First Lend Lease Act" empowers the President to lend or lease defense articles to Ukraine and Eastern European countries impacted by Russia's invasion, for fiscal years 2026 and 2027, temporarily waiving certain restrictions related to foreign assistance and arms export control for Ukraine. The bill requires expedited procedures for the delivery of defense articles and stipulates that standard laws regarding return, reimbursement, and repayment will apply. Presidential authority can only be delegated to Senate-confirmed officials.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.
