The Small Business Regulatory Reduction Act aims to ease the financial burden of federal regulations on small businesses. Starting in 2026, the Small Business Administration must ensure that new rule changes do not increase costs for small businesses. The Act also requires the Small Business Administration to report annually to Congress on all federal rules impacting small businesses. No additional funds are authorized to implement the Act.

Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The "Strengthening our Servicemembers with Milk Act" mandates that the Department of Defense provide diverse milk options, including flavored, organic, and lactose-free varieties, in military dining facilities. The "Reining In Federal Licensing Enforcement Act of 2025" or the "RIFLE Act of 2025" aims to reform the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) by modifying penalties for Federal firearms licensees who commit civil violations, changing the process for license applications, and defining "willfully" in the context of firearms license violations. The bill also requires the Attorney General to reconsider denied firearm license applications based on the new rules, establish formal inspection standards, and limit the use of firearms purchaser information. Additionally, it provides opportunities to cure violations after the acquisition of a firearms business and sets standards for criminal violations of recordkeeping requirements.

This Act authorizes the Secretary of Agriculture to execute a land exchange between the United States and Big Winnie Land and Timber, LLC (BWLT) involving parcels in Itasca County, Minnesota. The exchange requires BWLT to transfer approximately 36.7 acres of private land to the U.S. for addition to the Chippewa National Forest. In return, the U.S. will transfer approximately 17.5 acres of Federal land to BWLT, subject to a reserved road access easement. The transaction must be for equal value, potentially requiring a cash payment from BWLT if the Federal land is appraised as more valuable.

The "Increased TSP Access Act of 2025" amends the Food Security Act of 1985 to improve the delivery of technical assistance for conservation practices. It streamlines the certification process for third-party technical service providers (TSPs) by allowing non-Federal entities and State agencies to certify them. The Act also mandates the Secretary to establish fair payment amounts for TSP services and increases transparency regarding the use and impact of third-party providers. Sarah's Law mandates the detention of aliens who are charged with or have committed crimes resulting in death or serious bodily injury. It requires the Department of Homeland Security to gather information about victims of crimes committed by these aliens and provide them with timely updates about the alien's status and removal efforts. The law also ensures that victims' rights under other laws are protected.

The "Preventing Violence Against Women by Illegal Aliens Act" amends the Immigration and Nationality Act to deem aliens inadmissible and deportable if they have committed or admitted to acts constituting sex offenses, domestic violence, stalking, child abuse, or violating protection orders. It broadens the definition of crimes against children to include any crime constituting domestic violence.
