The "Banning Strategic Petroleum Reserve Oil Exports to Foreign Adversaries Act" prohibits the Secretary of Energy from selling or exporting petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, or any entities controlled by them, including the Chinese Communist Party. The Secretary of Energy can waive this prohibition if it is deemed to be in the national security interest of the United States. A rule to carry out this section must be issued within 60 days of the enactment of this Act.

The "Non-Recognition of Russian Annexation of Ukrainian Territory Act" prohibits the United States from recognizing Russia's claim of sovereignty over any portion of Ukraine. It also prevents any federal department or agency from taking actions that would imply recognition of such claims.

An Advisory Board will be established to oversee program implementation, evaluate program effectiveness, and develop a nationwide tutoring workforce. The Act emphasizes high-quality tutoring, tutor training, and collaboration with research organizations to ensure programs are effective and aligned with student needs.

The "Lower Grocery Prices Act" directs the Comptroller General to study grocery costs for U.S. consumers over the past 20 years. The study will analyze the Consumer Price Index for food and other economic data to understand the impact on consumers. Within 180 days, a report with findings and recommendations to lower food costs will be submitted to the House Committee on Energy and Commerce, the House Committee on Financial Services, and the Senate Committee on Finance.

The Fred Korematsu Congressional Gold Medal Act of 2025 authorizes the posthumous presentation of a Congressional Gold Medal to Fred Korematsu, recognizing his advocacy for civil rights and justice. This act directs the Secretary of the Treasury to create the medal, which will be displayed at the Smithsonian Institution and other locations. The legislation also allows for the creation and sale of bronze duplicates of the gold medal to cover production costs, with proceeds deposited into the United States Mint Public Enterprise Fund. The "Tim Hart Wildland Firefighter Classification and Pay Parity Act" aims to reform and enhance the pay, benefits, and retirement options for Federal wildland firefighters. It establishes special base rates of pay, incident response premium pay, and rest and recuperation leave, while also addressing health concerns like cancer, cardiovascular disease, and mental health support.
