The "Project Safe Neighborhoods Reauthorization Act of 2025" reauthorizes and modifies the Project Safe Neighborhoods Grant Program, allowing funds to be used for hiring crime analysts, covering overtime costs, and acquiring technology to reduce violent crime. The Humane Cosmetics Act of 2025 bans cosmetic animal testing in the U.S. and restricts the use of animal testing data for cosmetic safety, with certain exceptions. It authorizes the Secretary of Health and Human Services to impose civil penalties for non-compliance and preempts states from enacting conflicting regulations. The Act defines key terms related to cosmetic animal testing and cosmetics.

The "Telehealth Expansion Act of 2025" permanently allows individuals with Health Savings Accounts (HSAs) to access telehealth services without needing to meet their deductible first, starting after December 31, 2024. This removes a barrier to accessing telehealth services for HSA holders.

The "GUARD VA Benefits Act" reinstates penalties for individuals who charge veterans unauthorized fees for assistance with their VA benefits claims. The Act authorizes \$2,000,000 annually from 2025-2030 to support these activities.

The TREATS Act amends the Controlled Substances Act to allow telehealth evaluations for prescribing certain controlled substances used in substance use disorder treatment. This removes the prior requirement for an in-person evaluation, enabling remote medical assessments via real-time audio-visual or audio-only communication, in accordance with federal and state laws. The goal of this bill is to increase access to treatment for substance use disorders.

The FIRE Cancer Act of 2025 aims to improve cancer prevention among firefighters by establishing cancer prevention programs, including early detection testing. It allocates $700 million in grants for these programs. The bill also directs FEMA and the CDC to create a voluntary program for firefighters to share anonymized screening results to identify cancer trends and causes.

The "Crimea Annexation Non-Recognition Act" prohibits the U.S. government from recognizing Russia's claim of sovereignty over Crimea. It also prevents any federal department or agency from taking actions that could imply recognition of this claim.

The Disaster Management Costs Modernization Act allows excess funds from disaster relief grants to be used for building capacity, management costs, preparedness measures, and mitigation activities related to major disasters or emergencies. These excess funds will remain available for 5 years and the Comptroller General must submit a report to Congress assessing the appropriateness of the amount set aside for management costs. These changes apply to grant awards related to major disasters or emergencies declared on or after the enactment date of this Act, and funded with amounts appropriated on or after the enactment date. No additional funds are authorized to be appropriated to carry out these changes.

The Military and Educational Data Integration Act mandates a process for State educational agencies to access certain Armed Forces data of individuals who graduated high school in their state, including education level, test scores, and military service details. This data sharing initiative aims to integrate military data into state education systems while adhering to strict confidentiality and data security standards to protect individual privacy. The goal is to provide states with comprehensive data to better understand and support the educational and career pathways of their graduates.
