The No Partisan Radio and Partisan Broadcasting Services Act (NPR and PBS Act) prohibits all federal funding, direct or indirect, for the National Public Radio (NPR) and the Public Broadcasting Service (PBS). This measure immediately ends government financial support for these two national broadcasting entities. The restriction also applies to any successor organizations.

The Constitutional Concealed Carry Reciprocity Act of 2025 establishes a national standard for carrying concealed handguns across state lines. This act allows individuals legally permitted to carry in their home state to carry concealed in any other state that allows its residents to carry concealed firearms. The law does not override private property restrictions or prohibitions on government property, but it provides protections and legal recourse for those traveling in compliance with the new federal standard.

The Fairness for High-Skilled Americans Act of 2025 aims to eliminate the Optional Practical Training (OPT) program, which currently allows F-1 student visa holders to gain temporary work authorization after completing their studies. This bill removes the government's authority to grant such work permission unless explicitly authorized by a future Act of Congress.

The Physician Led and Rural Access to Quality Care Act revises physician self-referral rules to improve healthcare access in underserved areas. Specifically, it creates a new exception allowing physician self-referrals to hospitals located in designated rural areas that meet specific distance requirements. Furthermore, the bill removes existing restrictions that previously limited the expansion of services at physician-owned hospitals.

The Fair and Open Competition Act of 2025 ensures fair competition on federally funded construction projects by prohibiting the government from requiring or penalizing bidders based on union agreements. This legislation aims to keep federal agencies neutral in labor relations while promoting cost savings and opening opportunities for all businesses. Exceptions to this neutrality rule are strictly limited to specific public health, safety, or national security emergencies.

The Protecting Life and Integrity in Research Act of 2025 bans all federal funding or support for research utilizing human fetal tissue obtained specifically from an induced abortion. The bill permits federal research on tissue derived from miscarriages or stillbirths, provided it adheres to updated Public Health Service Act guidelines. Furthermore, it prohibits the solicitation or knowing acceptance of human fetal tissue donations if the donor knows the tissue resulted from an induced abortion or was procured for that purpose. This legislation also repeals an existing law concerning NIH revitalization.

The Save Our Shrimpers Act prohibits the U.S. from providing federal funds to international financial institutions that use that money to finance foreign shrimp farming, processing, or export operations. Furthermore, the bill mandates an annual report from the Government Accountability Office (GAO) to Congress detailing whether U.S. representatives at these institutions are following instructions to oppose assistance for commodities already in global surplus. This legislation aims to protect domestic shrimpers by restricting U.S. financial support for foreign competition.

This bill officially designates the United States Postal Service facility located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office Building." The legislation ensures that all official records and documents reflect this new memorial name for the building.

The Deportation Compliance Act prohibits U.S. foreign assistance to countries that have been penalized by the Secretary of State for delaying or refusing to accept their own citizens, subjects, nationals, or residents for longer than 180 days. This prohibition remains in effect as long as the country continues to delay or refuse acceptance.

The "Federal Reserve Board Abolition Act" eliminates the Federal Reserve Board and Federal Reserve Banks one year after enactment, repealing the Federal Reserve Act. During the dissolution period, the Chairman of the Federal Reserve Board will manage the winding down of affairs, and the Office of Management and Budget Director will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume outstanding liabilities and, along with the Office of Management and Budget Director, report to Congress on the implementation of the Act.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The LIABLE Act removes federal immunity and liability limitations for COVID-19 vaccine manufacturers, allowing individuals to sue for losses caused by the vaccines. Individuals can still seek compensation through existing federal programs, and doing so does not prevent civil action. This applies to any COVID-19 vaccine licensed or authorized by the FDA and is retroactive.

The "No Industrial Restrictions in Secret Act of 2025" or "No IRIS Act of 2025" prevents the EPA Administrator from utilizing assessments produced by the EPA's Integrated Risk Information System program. This prohibition extends to developing regulations, enforcement actions, permitting, and informing air toxics assessments.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

The "Emergency Border Control Resolution" establishes the federal budget for fiscal year 2025, replacing previous resolutions and setting budgetary levels through 2034. It outlines recommended levels and amounts for federal revenues, budget authority, outlays, deficits, and debt. The resolution instructs House committees to propose legislative changes to either increase or reduce the deficit by specific amounts. It also sets a policy to restore federal spending to pre-COVID-19 pandemic levels, adjusted to protect Social Security, Medicare, and debt service obligations.

The "Senior Citizens Tax Elimination Act" repeals the inclusion of Social Security benefits in gross income, effectively ending the taxation of these benefits for taxable years beginning after the enactment of this law. The Act mandates the allocation of funds each fiscal year to the Social Security Act or the Railroad Retirement Act of 1974, ensuring these programs are not negatively impacted by the tax elimination. The amount allocated must equal the reduction in transfers to these funds because of the change. Congress intends to offset the revenue reduction without raising taxes.

The "Drug Cartel Terrorist Designation Act" mandates the Secretary of State to report to Congress on whether certain Mexican drug cartels meet the criteria to be designated as foreign terrorist organizations, and to designate those that meet the criteria as such. This report must include detailed justifications for any cartel not designated. The Act does not expand asylum eligibility based on these designations.
