The Russia-North Korea Cooperation Sanctions Act imposes sanctions on foreign individuals and financial institutions that facilitate arms transfers or provide support to Russia from North Korea for use in Russia's war in Ukraine. The "Strengthening Agency Management and Oversight of Software Assets Act" aims to improve how federal agencies manage and oversee their software assets. It mandates comprehensive software assessments by each agency to identify redundancies, inefficiencies, and cost-saving opportunities. The Act also requires agencies to develop modernization plans to consolidate software entitlements, improve license management, and reduce costs, ultimately enhancing software interoperability and promoting better procurement practices across the government.

The "Cameras in the Courtroom Act" requires the Supreme Court to allow television coverage of its open sessions, ensuring greater public access to court proceedings. This coverage is mandatory unless a majority of justices find it would infringe upon the due process rights of a party in a specific case. The act amends title 28 of the United States Code to include this provision.

The Keep the Watchdogs Running Act ensures Inspectors General can continue operations during government shutdowns. It allows them to use funds, up to the level of their last appropriation, even when Congress hasn't passed a budget. This maintains oversight and prevents disruption of critical watchdog functions.

The "Protect Our Watchdogs Act of 2025" establishes that a President may only remove an Inspector General for specific causes, such as neglect of duty, malfeasance, or abuse of authority. Any removal must be documented with the specific reasons for the removal. This ensures Inspectors General can effectively perform their duties without political interference.

The "Mail Traffic Deaths Reporting Act of 2025" mandates the Postmaster General to establish regulations for collecting, tracking, and publicly reporting deaths and injuries from traffic crashes involving vehicles transporting mail. Postal Service employees and contractors must report any traffic crash resulting in injury or death within three days, with detailed information about the incident. The Postal Service will maintain an internal database and issue an annual public report summarizing statistics and trends, while protecting personal privacy. Contractors failing to report crashes within the deadline will face penalties.

The "Family Building FEHB Fairness Act" amends title 5 of the United States Code to include fertility treatment benefits to federal employee health benefits. Fertility treatments include: preservation of eggs, sperm, or embryos; artificial insemination; assisted reproductive technology; genetic testing of embryos; fertility medications; gamete donation; and other related services. These changes will take effect one year after the enactment of the Act.

The "Defending Ukraine's Territorial Integrity Act" codifies U.S. policy to reject Russia's claims over occupied regions of Ukraine. It prohibits U.S. funds from going to central governments that recognize the independence of Russian-occupied Ukrainian territories or support their annexation by Russia. The Secretary of State is required to publish a list of countries in violation of this act, but can waive the prohibition if it is in the U.S. national interest.

The "Crimea Annexation Non-Recognition Act" prohibits the U.S. government from recognizing Russia's claim of sovereignty over Crimea. It also prevents any federal department or agency from taking actions that could imply recognition of this claim.

The Postal Employee Appeal Rights Amendment Act of 2025 amends Title 39 of the U.S. Code, section 1005(a)(4)(A)(ii)(I), to extend the right to appeal to the Merit Systems Protection Board to certain non-unionized USPS employees. This includes those in supervisory, professional, technical, clerical, administrative, or managerial roles covered by the Executive and Administrative Schedule.

The "Postal Supervisors and Managers Fairness Act of 2025" amends Title 39 of the U.S. Code to modify the procedures for negotiating pay and benefits of supervisory and managerial personnel within the Postal Service. It requires the Postal Service to provide advance notice of proposed changes to pay and benefits and mandates a binding determination by a dispute resolution panel within 15 days of its recommendation. This aims to streamline the negotiation process and ensure fair resolution of disagreements.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The "Federal Firefighters Families First Act" aims to improve pay equality for Federal firefighters, enhance recruitment and retention, and ensure comprehensive calculation of retirement benefits. It updates the computation of pay and annuity calculations to include additional compensation for overtime hours in regular tours of duty. The Act also directs the Office of Personnel Management to establish a maximum regular workweek for Federal firefighters, not exceeding an average of 60 hours per week. These changes will impact annuity payments for individuals who separate from service 60 days after the law's enactment.

The Vital Documents Access for Unaccompanied Homeless Youth Act of 2025 establishes an Interagency Task Force to improve unaccompanied homeless youth access to vital documents like social security cards and birth certificates. The task force will assess challenges, recommend policies, establish data collection methods, and enhance collaboration among agencies. It will submit reports to Congress with findings and recommendations for legislative and administrative action to improve access to housing, healthcare, and social services. The task force will terminate three years after it is established.
