The SAFE for America Act of 2025 eliminates the Diversity Visa Program, which makes visas available to persons from countries with low rates of immigration to the United States. This is achieved through repealing subsection (c) of Section 203 of the Immigration and Nationality Act. The Act also makes corresponding technical amendments to other sections of the Immigration and Nationality Act to reflect this change. These changes would take effect beginning October 1, 2025.

The "Ensuring Continuity in Veterans Health Act" prioritizes uninterrupted healthcare for veterans. It amends the Veterans Community Care Program to specifically consider continuity of care when making decisions about veterans' healthcare services. This ensures veterans can maintain consistent relationships with healthcare providers and receive seamless, ongoing treatment.

The United Nations Voting Accountability Act of 2025 prohibits the United States from providing assistance to countries that vote against the U.S. position in the UN General Assembly or Security Council. The Secretary of State can grant exemptions if a country's leadership and policies fundamentally change, with notification to Congress required. This act defines "opposed the position of the United States" as voting with the U.S. less than 50% of the time and specifies which types of assistance are restricted. The Act will take effect upon submission of the report due to Congress by March 31, 2026.

This bill prohibits federal funds from being used for disinformation research grants. It also blocks funding for Secure and Trustworthy Cyberspace grants. Additionally, the bill defunds programs within the National Science Foundation's Track F: Trust and Authenticity in Communications Systems.

The "Protecting the Second Amendment in Financial Services Act" prevents banks and credit card companies from using specific merchant codes that would identify businesses selling firearms or ammunition. This ensures that financial institutions cannot track or discriminate against legal firearm-related transactions.

The Water Rights Protection Act affirms the long-standing authority of states in evaluating, regulating, and allocating water use. It prohibits federal agencies from imposing restrictions on water rights that exceed those established under state law when issuing land use agreements. Furthermore, the Act explicitly forbids federal agencies from conditioning permits on the transfer of state-recognized water rights to the United States. This legislation ensures federal actions remain consistent with state water law without altering existing reserved water rights or certain federal environmental laws.

The Defund Government-Sponsored Propaganda Act prohibits all federal funding, direct or indirect, to the Public Broadcasting Service (PBS) and National Public Radio (NPR) upon enactment. For fiscal years 2025 through 2027, funds otherwise allocated to these entities by the Corporation for Public Broadcasting (CPB) will instead be redirected to reduce the national public debt. This legislation aims to eliminate taxpayer support for these specific public media organizations.

This bill repeals the Impoundment Control Act of 1974, eliminating the requirements for the President to report to Congress on decisions to withhold or delay spending of appropriated funds. This removes the process by which Congress can approve or disapprove of these presidential actions.

The "Emergency Border Control Resolution" establishes the federal budget for fiscal year 2025, replacing previous resolutions and setting budgetary levels through 2034. It outlines recommended levels and amounts for federal revenues, budget authority, outlays, deficits, and debt. The resolution instructs House committees to propose legislative changes to either increase or reduce the deficit by specific amounts. It also sets a policy to restore federal spending to pre-COVID-19 pandemic levels, adjusted to protect Social Security, Medicare, and debt service obligations.

The "Protecting Federal Funds from Human Trafficking and Smuggling Act of 2025" restricts federal funding to non-profit organizations that do not certify compliance with federal laws on human trafficking, alien smuggling, fraud, and bribery. It also directs the Secretary of Homeland Security to develop strategies and best practices for non-profits to comply with federal law, detect and report violations, and improve cooperation with law enforcement. Additionally, the Comptroller General is required to report to Congress on any violations by non-profit entities.

The "No Kill Switches in Cars Act" repeals a section of the Infrastructure Investment and Jobs Act. The repealed section required the Department of Transportation to create a rule mandating that all new cars have advanced drunk and impaired driving prevention technology. This bill prohibits the government from requiring car manufacturers to install kill switches in vehicles.

The Direct Medical Care Freedom Act of 2025 clarifies that direct medical care arrangements, where individuals pay a fixed periodic fee for medical services from practitioners, are not considered health plans under the Internal Revenue Code. It allows fees paid for these arrangements to be treated as medical expenses and mandates that fees for arrangements provided through employment are reported on employee W2 forms. This applies to primary care, specialty care, or other subsets of medical services, and will take effect for months beginning after December 31, 2024.

The "UNPLUG EVs Act" rescinds any unspent funds allocated for electric vehicle charging and fueling grants, as well as funds from the National Electric Vehicle Infrastructure Formula Program. The recovered funds will be deposited into the Treasury's general fund and used to reduce the federal deficit.

The "Restoring American Sovereignty Act" allows the President to use previously paused funds to deport illegal aliens from the United States. This overrides any conflicting laws that may be in place.

The "Senior Citizens Tax Elimination Act" repeals the inclusion of Social Security benefits in gross income, effectively ending the taxation of these benefits for taxable years beginning after the enactment of this law. The Act mandates the allocation of funds each fiscal year to the Social Security Act or the Railroad Retirement Act of 1974, ensuring these programs are not negatively impacted by the tax elimination. The amount allocated must equal the reduction in transfers to these funds because of the change. Congress intends to offset the revenue reduction without raising taxes.

This bill proposes a constitutional amendment to change how the population is counted for the purpose of allocating representatives to each state. Instead of counting all persons residing in a state, only the number of citizens would be counted. To be added to the constitution, the states must ratify this amendment within seven years.

The "PATROL Act" prevents the Department of Justice from suing states for building barriers along their borders to prevent illegal immigration and protect their territory. This bill specifically applies to civil actions under Section 9 or 10 of the Act of March 3, 1899, concerning unauthorized obstruction of navigable waters. The term "barrier" includes physical structures like walls, fences, or floating buoys.

The "Prison Rape Prevention Act of 2025" mandates that the Bureau of Prisons house and transport prisoners based on biological sex. It defines biological sex as the natural reproductive system of male or female individuals, even with developmental or genetic anomalies. The bill prohibits the Bureau of Prisons from providing or funding gender-related medical treatments, with specific exclusions for certain disorders of sex development or ambiguous biological sex characteristics. "Gender" is explicitly defined to mean the natural differences between males and females, not gender identity or expression.

The "Voter Eligibility Verification Act of 2025" aims to ensure accurate voter rolls by requiring the prompt release of immigration status information to state officials. The Attorney General or Secretary of State must receive an individual's immigration status within 15 days of requesting it, including for potential voters. This will allow states to verify the eligibility of individuals for voter registration.

This bill proposes to eliminate the United States Agency for International Development (USAID). It would cut off all federal funding to USAID starting from the bill's enactment date. Any unspent funds previously allocated to USAID would be rescinded and transferred to the Secretary of State, along with the agency's assets and liabilities.
