The Protecting Americans’ Social Security Data Act restricts political appointees and special government employees from accessing sensitive Social Security beneficiary data systems. The Act requires the Secretary to submit an annual report on vocational rehabilitation program extensions and approve or reject extension requests within 30 days.

The Roberto Clemente Commemorative Coin Act directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2027 to commemorate the life and legacy of Roberto Clemente. The coins' designs will represent Clemente's life, including his baseball achievements and humanitarian work. Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

The "Grown in America Act of 2025" introduces a tax credit for businesses that use domestic agricultural commodities in their products for human consumption. This credit, capped at $100,000,000, aims to incentivize the use of U.S.-produced agricultural inputs by offering a tax benefit based on the percentage of domestic agricultural commodities used. The percentage of domestic inputs required to receive the full credit increases over time, with the Secretary of Agriculture maintaining a list of agricultural commodities that cannot be produced domestically. These provisions will be effective for taxable years starting after December 31, 2025.

The "EARLY Minds Act" amends the Public Health Service Act to emphasize early intervention for mental health by requiring states to outline prevention strategies in their plans. States can use up to 5% of their funding to support these programs. The Secretary must report to Congress biennially on state prevention and early intervention activities, including outcomes and demographics.

The Supporting Innovation in Agriculture Act of 2025 introduces a tax credit for investments in innovative agricultural technology, aiming to boost the production, storage, and processing of specialty crops through precision and controlled environment agriculture. This credit covers 30% of qualified investments in projects using technologies like precision agriculture and controlled environment agriculture, effective for construction starting after January 1, 2025, and includes options for direct payment or transfer of the credit.

The LEAP Act introduces a tax credit for employers who employ apprentices in qualified programs, incentivizing apprenticeship opportunities. The credit is capped at $1,500 per apprentice, and is only applicable after a certain threshold is met. The bill also seeks to reduce government printing costs by transitioning publications online and setting guidelines for employee printing, while ensuring essential documents remain accessible to vulnerable populations.

The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. It authorizes $151 million per fiscal year from 2025 through 2029 for these initiatives.

The Justice for ALS Veterans Act of 2025 provides increased dependency and indemnity compensation to surviving spouses of veterans who die from ALS, regardless of the duration of the illness. To be eligible, the surviving spouse must have been married to the veteran for at least eight years, and the veteran must have died on or after October 1, 2025. The Protect Veteran Jobs Act allows wrongly fired or dismissed veterans in civil service jobs between January 20, 2025, and the Act's enactment date to be reinstated to their previous position or a similar one. It mandates executive branch agencies to report to Congress every three months on all veteran employees who were fired or dismissed and the reasons for their termination, effective until January 20, 2029. The Act relies on existing U.S. Code definitions for key terms like "veteran" and "civil service."

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.
