This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The Providing Veterans Essential Medications Act allows State homes caring for veterans to choose how they receive reimbursement for very high-cost medications. State homes can opt to be reimbursed directly for the medication's cost or have the Secretary of the VA furnish the drug directly. This provision applies only when the cost of a specific medication exceeds a defined threshold relative to the standard monthly payment for that veteran's care.

The American Innovation and R&D Competitiveness Act of 2025 revises how businesses treat research and experimental (R&E) expenditures for tax purposes. Taxpayers can now choose between immediately deducting R&E costs or amortizing them over a period of at least 60 months. This legislation also makes technical adjustments to ensure consistency between immediate deductions and claiming the research tax credit.

This Act mandates that the Department of Defense (DoD) immediately seek to update its stormwater discharge permits to require quarterly testing for PFAS chemicals at all facilities. Furthermore, the DoD must implement necessary cleanup measures to reduce these discharges. At least one percent of annual PFAS cleanup funding must be dedicated specifically to this required stormwater testing.

The Audio-Only Telehealth Access Act of 2025 expands Medicare coverage to include certain telehealth services delivered via audio-only communication, ensuring access to healthcare for individuals who may not have access to video technology. This applies to services already approved for telehealth coverage under Section 1834(m)(4)(F)(i) of the Social Security Act. The changes would go into effect on the first day of a declared emergency period.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. The Turkey Diplomatic Realignment Act mandates the relocation of Turkey's diplomatic oversight within the State Department from the European Bureau to the Near Eastern Affairs Bureau. This change reflects Congress's view that Turkey's current geopolitical alignment is shifting away from traditional Western partnerships toward the Middle East. The Secretary of State must complete this administrative transfer within 90 days.

The John R. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. The Safe Schools Improvement Act aims to reduce bullying and harassment in schools by requiring states to establish policies prohibiting such conduct based on various characteristics, including race, sex, religion, and disability. It mandates annual notifications, data collection on incidents, biennial evaluations of programs, and regular reports to Congress to ensure accountability and effectiveness. This act does not infringe on existing nondiscrimination laws or freedom of speech but seeks to create a safer, more inclusive learning environment for all students.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The "Community News and Small Business Support Act" introduces two tax credits aimed at supporting local news and small businesses. First, it provides a tax credit for small businesses that advertise in local media outlets, such as newspapers and broadcast stations. Second, it establishes a payroll tax credit for local news organizations to help them employ local news journalists. Both credits are designed to alleviate financial burdens and promote investment in local journalism and small business advertising, with specific limitations and eligibility requirements. The provisions of this act will be in place for 5 years.

The Guarding Readiness Resources Act allows the National Guard Bureau to accept funds from states and territories as reimbursement for the use of military property. These funds will be used by the Department of Defense for the repair, maintenance, and replacement of assets used by National Guard units on state active duty.
