Furthermore, the bill enhances transparency and accountability for Medicare's local coverage decisions affecting APRN services. The "Improving Measurements for Loneliness and Isolation Act of 2025" establishes a federal working group to create standard definitions and measurements for loneliness and isolation. This group will develop guidelines for use in public and private research and assess current measurement methods. The goal is to improve understanding and strategic responses to loneliness and isolation. The working group will submit a report to Congress with its findings and recommendations.

The "PSA Screening for HIM Act" aims to improve early detection of prostate cancer by requiring group health plans and health insurance issuers to cover prostate cancer screenings without cost-sharing for high-risk men aged 40 and over, including African-American men and those with a family history of the disease. This coverage mandate ensures that high-risk individuals have access to potentially life-saving screenings, aligning with the goal of reducing prostate cancer-related deaths and improving treatment outcomes. The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "POSTAL Act" prevents the Postal Service from closing or downgrading processing and distribution centers, ensuring each state maintains at least one such facility. This aims to maintain local mail processing capabilities across the country. "Processing and distribution center" is defined as a central mail facility that handles incoming and outgoing mail for a specific area, provides mailing instructions, and is a sectional center facility, a general mail facility, or a dedicated mail processing facility without a station or branch. "State" is defined as the 50 States and the District of Columbia.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "Extending Limits of U.S. Customs Waters Act" updates the definition of "customs waters" to align with international law, Presidential Proclamation 5928, and Presidential Proclamation 7219. It extends U.S. customs authority to include the territorial sea and contiguous zone, as permitted by international law. These changes will take effect the day after the Act is enacted.

The Human Trafficking and Exploitation Prevention Training Act aims to combat human trafficking by establishing a demonstration project that trains students, teachers, and school personnel to understand, recognize, prevent, and respond to signs of human trafficking and child exploitation. The Act authorizes grants to eligible entities for implementing training programs and requires data collection and reporting to Congress on the project's outcomes, including the number of survivors identified and served. This act allocates $15 million annually from 2026 to 2029 to support these initiatives.

The Blind Americans Return to Work Act of 2025 initiates a 20-year demonstration project aimed at helping blind Americans receiving Social Security disability benefits return to work. For the first 10 years, eligibility for benefits will be determined without considering substantial gainful activity, and benefits will be reduced based on earnings above a set amount, incentivizing employment without immediate loss of support. The project waives certain benefit requirements to facilitate successful employment, with participants having the option to opt out after the initial 10-year period. This act aims to support blind individuals in their transition back to the workforce while maintaining a safety net.

The "Ski Hill Resources for Economic Development Act" establishes a "Ski Area Fee Retention Account" within the Treasury, directing ski area permit fees collected by the Secretary of Agriculture into this account. These funds will be used to support the administration, maintenance, and improvement of ski areas and related visitor services within the National Forest System. A majority of the fees collected at a specific unit will be reinvested into that unit, with a smaller portion available for use across other National Forest System units. The funds cannot be used for wildfire suppression or land acquisition.

The WARN Act aims to improve community safety during weather emergencies by directing the Comptroller General to study the effectiveness of local, state, territory, and federal emergency alert systems. The study will assess alert dissemination methods, evaluate the clarity and actionability of alert content, and explore improvements to public alerting systems. A report on the study's findings will be submitted to Congress within 18 months, with the goal of enhancing emergency response plans and public safety.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.
