The JUDGES Act of 2025 aims to address the increasing caseloads in district courts by creating new judgeships in multiple states over the next decade, as well as a temporary judgeship in the Eastern District of Oklahoma. The John R. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. It broadens the types of violations that allow a court to retain jurisdiction over a case, clarifies the Attorney General's authority to assign observers, and ensures transparency in voting-related changes. The Act also authorizes the Attorney General to demand documents and information to enforce voting rights and provides grants to small jurisdictions to assist with notification requirements.

The TAP Promotion Act mandates a standardized, one-hour presentation on available VA benefits during mandatory preseparation counseling for service members. This presentation must be developed and approved by the Secretary of Veterans Affairs in consultation with recognized Veterans Service Organizations (VSOs). The goal is to ensure separating service members are fully informed of their entitlements and how VSOs can assist with filing claims.

The Disaster Mitigation and Tax Parity Act of 2025 allows individuals to exclude from their gross income any payments or benefits they receive from state-based catastrophe loss mitigation programs designed to help homeowners protect their properties from disasters such as windstorms, earthquakes, or wildfires. These payments will not affect the property's basis, and the exclusion is applicable retroactively for taxable years starting after December 31, 2020, allowing individuals to claim the exclusion retroactively.

Recognizes the start of Ramadan, the Muslim holy month of fasting and spiritual renewal, commencing on February 28, 2025. It acknowledges the contributions of Muslims in the United States and worldwide, and expresses support to Muslims globally, recognizing Islam as a major world religion.

The "Keep America's Waterfronts Working Act of 2025" establishes a task force and grant program to support the preservation and improvement of working waterfronts. It enables covered entities to submit working waterfront plans for approval and receive financial assistance for implementation. The act also authorizes capitalization grants to coastal states for establishing working waterfront preservation loan funds. It allocates $50 million annually from 2025-2029 for both the grant and loan programs.

The Roberto Clemente Commemorative Coin Act directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2027 to commemorate the life and legacy of Roberto Clemente. The coins' designs will represent Clemente's life, including his baseball achievements and humanitarian work. Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

The Safe Schools Improvement Act aims to reduce bullying and harassment in schools by requiring states to establish policies prohibiting such conduct based on various characteristics, including race, sex, religion, and disability. It mandates annual notifications, data collection on incidents, biennial evaluations of programs, and regular reports to Congress to ensure accountability and effectiveness. This act does not infringe on existing nondiscrimination laws or freedom of speech but seeks to create a safer, more inclusive learning environment for all students.

The United States-Abraham Accords Cooperation and Security Act of 2025 directs the FDA to establish an Abraham Accords Office to strengthen international oversight of FDA-regulated products by providing technical assistance and facilitating communication between the FDA and Abraham Accords countries. Within two years, the Secretary of Health and Human Services must select a location for the office in an Abraham Accords country. The Secretary must submit a report to Congress within three years on the Abraham Accords Office. This act aims to align regulatory requirements and improve coordination between the FDA and entities in Abraham Accords countries.

The Improper Payments Transparency Act requires the President's budget to include detailed information on improper payment amounts and rates for programs at executive agencies, including explanations for these payments and trends over the past three years. It also requires information on incomplete corrective actions and future steps to address improper payment issues.

The "Employer Participation in Repayment Act" permanently extends the tax exclusion for employer-provided student loan repayment assistance. This allows employers to contribute to their employees' student loan debt without the contribution being considered taxable income for the employee. This provision was previously set to expire before January 1, 2026, but is now a permanent part of the tax code. The change is applicable for payments made after the enactment of this law.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

This bill recognizes the seriousness of polycystic ovary syndrome (PCOS), a hormonal disorder affecting millions of women, and supports the designation of September as "PCOS Awareness Month" to promote education, research, and improved care for those affected. It aims to address the underdiagnosis of PCOS and its links to other serious health conditions, such as diabetes and heart disease, while advocating for increased awareness and support for women and girls with PCOS.

The "Keep Americans Safe Act" aims to regulate large capacity ammunition feeding devices by making it illegal to import, sell, manufacture, transfer, or possess magazines holding more than 15 rounds, with exceptions for law enforcement, government entities, and devices lawfully possessed before the law's enactment. It also permits the use of Byrne grants for buy-back programs of these devices and mandates that newly manufactured devices be marked with identifying information. Violators of this Act will face penalties under existing provisions of Title 18 of the U.S. Code.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The Pell Grant Sustainability Act aims to increase the buying power of Pell Grants for lower-income students. It indexes the maximum Pell Grant award to inflation, starting with a \$1,060 increase for the 2024-2025 award year, and adjusts it annually based on the Consumer Price Index. This adjustment is added to the maximum Pell Grant specified in the latest appropriation act, ensuring Pell Grants keep pace with rising education costs. The bill also extends provisions of the Higher Education Act related to Pell Grants indefinitely.

The "Acupuncture for Our Seniors Act of 2025" expands Medicare coverage to include services provided by qualified acupuncturists, as defined by state licensure or criteria set by the Secretary of Health and Human Services. This ensures seniors have access to acupuncture services, with payment rules established under the physician fee schedule and separate payment options for institutional providers. It defines qualified acupuncturist services as those legally allowed under state law, including related services and supplies. These changes will apply to services furnished 270 days after the Act's enactment.

The "Maintaining Investments in New Innovation Act" amends the Social Security Act's definition of "qualifying single source drug" to include advanced drugs using genetically targeted technology. This update applies to drugs that can modify gene function, potentially impacting drug pricing and access regulations under the Act.

The MEME Act prohibits elected and other high-ranking federal officials, as well as their families, from promoting financial assets, including securities, commodities, and digital assets, for personal gain. It allows the Attorney General, private parties, and others to sue violators. Violators may face civil penalties up to $250,000, be required to return profits to the Treasury, and may face criminal penalties including fines and imprisonment. The Act aims to prevent public officials from using their positions for personal financial benefit, addressing bribery, insider trading, and corrupt foreign influence.
