During this review period, the President is prohibited from taking the action unless Congress passes a joint resolution of approval. This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The GUARD Act amends the Child Abuse Prevention and Treatment Act to protect the rights of parents or guardians to oppose gender identity affirmation interventions for minors whose gender identity is inconsistent with their biological sex. States that discriminate against these parents or guardians will not receive federal funding. Parents or guardians who experience discrimination can sue the Department of Health and Human Services to stop funding to the state.

The "Repeal CFPB Act" aims to eliminate the Consumer Financial Protection Bureau (CFPB) by repealing the Consumer Financial Protection Act of 2010. This action would effectively reverse all changes and removals made by the 2010 Act, restoring the legal framework as it existed before the CFPB's creation.
