It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The "Sporting Goods Excise Tax Modernization Act" modifies excise tax regulations by treating marketplace providers as the importer and seller for excise tax purposes on taxable sporting goods sold through their platform if the goods are shipped from outside the U.S. This applies when the marketplace provider lists the product, collects payments, and the manufacturer is not the marketplace provider. The regulations will be applied to sales in calendar quarters starting 60 days after the enactment of this Act.

The "Rural Historic Tax Credit Improvement Act" enhances the rehabilitation credit for historic buildings in rural areas, offering increased credit percentages for both affordable housing and other projects. The Act authorizes up to $2,000,000 annually from 2026-2030 for these activities and requires annual reports to Congress. The ENABLE Act permanently extends provisions that allow for increased contributions to ABLE accounts, which are savings accounts for individuals with disabilities. It also allows penalty-free rollovers from 529 education savings accounts to ABLE accounts, providing greater flexibility in financial planning for families and individuals with disabilities. Additionally, the act includes contributions made to an ABLE account when calculating retirement savings contributions.

The Secure Rural Schools Reauthorization Act of 2025 extends critical federal funding for states and counties containing national forest land through 2026. This legislation ensures the continuation of essential community services and maintains the authority for resource advisory committees and local special projects.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The Protecting America’s Seniors’ Access to Care Act prohibits the Secretary of Health and Human Services from implementing the minimum staffing level rules for nursing homes that were published by CMS on May 10, 2024. The Smithsonian National Museum of the American Latino Act authorizes the creation of the Smithsonian National Museum of the American Latino on the National Mall. The Act also mandates regular reports to Congress on the museum's efforts to meet these diversity requirements.
