The Clean Energy Victory Bond Act of 2025 directs the Treasury Secretary to issue Clean Energy Victory Bonds to fund clean energy projects at the federal, state, and local levels. Bond proceeds will support a variety of initiatives, including energy efficiency programs, grid enhancements, clean energy tax incentives, and zero-emission vehicle infrastructure. A minimum of 40% of the funds will be dedicated to clean energy projects benefiting disadvantaged communities. The bonds will accrue interest, with an additional return based on savings from reduced federal energy spending and interest collected on loans financed by the bond proceeds.

The "Carnivals are Real Entertainment Act" amends the Immigration and Nationality Act to create a visa category for essential workers in the mobile entertainment industry, such as carnivals and circuses. It defines "essential functions" and "mobile entertainment provider," and ensures these employers meet the same requirements as those employing non-immigrant workers under existing labor regulations. The Department of Homeland Security and the Department of Labor are required to establish rules implementing these changes.

It acknowledges the contributions of Iranian Americans to the U.S. and supports human rights and freedom for the people of Iran. The resolution also defends the rights of Iranians to assemble and express themselves freely, and wishes a happy new year to those celebrating Nowruz.

The "Saving NSFs Workforce Act" prevents the National Science Foundation (NSF) from conducting layoffs or involuntary employee separations until full funding is secured for fiscal year 2026. Exceptions are made for employee misconduct, delinquency, or inefficiency. This moratorium aims to stabilize the NSF workforce during a period of funding uncertainty.

The Saving DOE's Workforce Act prohibits the Department of Energy from conducting workforce reductions or involuntary employee separations until full-year appropriations for fiscal year 2026 are enacted. This moratorium excludes actions due to misconduct, delinquency, or inefficiency and applies to employees in the competitive service, excepted service, and Senior Executive Service. The new law does not override any other authorities regarding adverse personnel actions.

The Foreign Anti-Digital Piracy Act (FADPA) allows copyright holders to seek court orders to block access to foreign websites or online services that are found to be infringing on their copyrights. To obtain a blocking order, copyright owners must demonstrate that the foreign website is primarily designed for copyright infringement and that blocking access will not interfere with non-infringing material, burden service providers, or harm public interest. Service providers who comply with the court orders are protected from liability. The blocking order must be followed within 15-20 days and expires after 12 months, unless extended.
