The ACCESS Act modifies health savings account (HSA) rules to allow contributions in place of cost-sharing reductions for certain health plans. For eligible individuals enrolled in a high-deductible health plan through an exchange, the health insurance issuer will contribute to the individual's HSA, with the government reimbursing the issuer for these payments. To ensure funds are used for healthcare, distributions from the HSA during months when contributions are received must be made via a qualified medical debit card. The Act also mandates public education on HSA contributions and appropriates funds for cost-sharing reduction payments and HSA contributions, effective for months beginning after December 31, 2025.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

This joint resolution exercises congressional authority to nullify a U.S. Forest Service rule titled "Law Enforcement; Criminal Prohibitions." By passing this measure, Congress prevents the rule from taking effect and ensures it has no force or effect.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. The Health Out-of-Pocket Expense (HOPE) Act of 2025 establishes tax-exempt trust accounts designed to help individuals cover qualified medical expenses. These accounts allow for tax-advantaged contributions from employers and state programs, provided the account holder meets specific eligibility and coverage requirements. Distributions used for qualified medical expenses are tax-free, while non-medical withdrawals are subject to income tax and a 30 percent penalty.

The Refugees Using Legal Entry Safely (RULES) Act restricts asylum eligibility by requiring individuals to apply exclusively at official U.S. ports of entry. Under this legislation, asylum seekers are prohibited from being paroled or released into the country while their applications are processed. Furthermore, the bill renders individuals who enter the U.S. without authorization ineligible to apply for asylum.

The SHUSH Act (Silencers Help Us Save Hearing Act) removes firearm silencers from the definition of "firearms" under federal law, effectively eliminating the associated registration requirements, transfer taxes, and federal restrictions. The bill also preempts state and local laws that impose specific regulations on silencers and removes enhanced criminal penalties related to their use.

The Medicare Patient Access and Practice Stabilization Act of 2025 aims to support healthcare providers by extending Medicare payment adjustments through the end of 2025. Specifically, the bill provides a 6.62 percent payment increase for services rendered between April 1, 2025, and December 31, 2025, to help practitioners adjust to evolving Medicare payment policies.

The Life at Conception Act declares that the constitutional right to life begins at the moment of fertilization, defining all human beings as persons from that point forward. The bill establishes legal personhood for every member of the species *homo sapiens* at all stages of development. Additionally, it explicitly prohibits the prosecution of any woman for the death of her unborn child.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The act streamlines project approvals, encourages collaboration, and implements litigation reforms to expedite forest management activities. Additionally, it creates a casualty assistance program for firefighters and support personnel who are seriously injured, become ill, or die while on duty.

The Federal Insurance Office Elimination Act proposes the dissolution of the Federal Insurance Office (FIO) within the Department of the Treasury. This legislation removes the FIO from various financial oversight and regulatory processes, reassigning its responsibilities to the Secretary of the Treasury, the Federal Reserve, and other relevant agencies.

The SAVE Moms and Babies Act of 2025 prohibits the FDA from approving new abortion drugs and restricts the use of existing ones. The bill mandates strict safety protocols, including in-person administration requirements, expanded adverse event reporting, and limitations on gestational age for drug use.

The "No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025" seeks to prohibit the use of federal funds for abortions and for health plans that cover abortions, while allowing individuals and entities to purchase separate abortion coverage with non-federal funds. It clarifies that premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA) cannot be used for health plans that include abortion coverage. The Act also revises notice requirements for health plans, mandating clear disclosure of abortion coverage and any associated premium surcharges to enrollees. Exceptions to the funding restrictions are included for cases of rape, incest, or when the mother's life is in danger.

The Birthright Citizenship Act of 2025 proposes to limit automatic birthright citizenship to children born in the United States who have at least one parent who is a U.S. citizen, a lawful permanent resident, or an alien serving in the U.S. armed forces. This legislation would exclude children born to parents without legal status or those on temporary visas from receiving automatic citizenship. These changes would apply only to individuals born on or after the date of the Act's enactment.

The "Preventing Violence Against Women by Illegal Aliens Act" amends the Immigration and Nationality Act to deem aliens inadmissible and deportable if they have committed or admitted to acts constituting sex offenses, domestic violence, stalking, child abuse, or violating protection orders. It broadens the definition of crimes against children to include any crime constituting domestic violence.

The Healthy SNAP Act of 2025 aims to improve the nutritional quality of the Supplemental Nutrition Assistance Program by restricting the purchase of items like soft drinks, candy, and desserts. The bill mandates that the Secretary of Agriculture establish and periodically update a list of eligible foods based on current nutrition science and public health standards. Additionally, it allows for state-led, culturally appropriate food substitutions that meet established nutritional requirements.

The AMERICANS Act of 2025 provides relief to military service members who faced discharge or adverse action due to the COVID-19 vaccine mandate. The bill mandates the correction of service records, offers pathways for reinstatement and back pay, and prohibits future COVID-19 vaccine mandates without explicit Congressional authorization. Additionally, it establishes clear exemption processes for deployment and ensures equal professional treatment for unvaccinated personnel.

The Ending Presidential Overreach on Public Lands Act seeks to remove the President’s unilateral authority to establish or expand national monuments. Under this legislation, any new national monument designation or extension would require express authorization and a direct vote from Congress.

The Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act establishes new federal criminal offenses for individuals who intentionally assist in bypassing border security, such as by monitoring law enforcement movements or damaging border infrastructure. Additionally, the bill strengthens penalties for alien smuggling by mandating enhanced sentencing for the use of firearms during these crimes.
